ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਵੱਲੋਂ ਲੁਧਿਆਣਾ ਦੀ ਕਾਇਆ ਕਲਪ ਲਈ 3561 ਕਰੋੜ ਰੁਪਏ ਦੇ 'ਮਿਸ਼ਨ ਲੁਧਿਆਣਾ' ਨੂੰ ਪ੍ਰਵਾਨਗੀ

•        ਬਹੁ ਹਜ਼ਾਰ ਕਰੋੜੀ ਵਿਕਾਸ ਯੋਜਨਾ ਵਾਲਾ ਸੂਬੇ ਦਾ ਪਹਿਲਾ ਸ਼ਹਿਰ
•        41 ਫਲਾਈਓਵਰਾਂ, 18 ਰੇਲਵੇ ਅੰਡਰ ਬ੍ਰਿਜਾਂ ਤੇ 313 ਕਿ.ਮੀ. ਨਵੀਆਂ ਸੜਕਾਂ ਦੇ ਨਿਰਮਾਣ ਨਾਲ ਹੱਲ ਹੋਵੇਗੀ ਆਵਾਜਾਈ ਸਮੱਸਿਆ

       ਪੰਜਾਬ ਦੇ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਵੱਲੋਂ 'ਮਿਸ਼ਨ ਲੁਧਿਆਣਾ' ਨਾਂ ਹੇਠ ਲੁਧਿਆਣਾ ਅਤੇ ਨਾਲ ਲੱਗਦੇ ਇਲਾਕਿਆਂ ਦੇ ਸੰਗਠਿਤ ਵਿਕਾਸ ਲਈ ਪ੍ਰਵਾਨ ਕੀਤੀ ਗਈ 3561 ਕਰੋੜ ਰੁਪਏ ਦੀ ਯੋਜਨਾ ਨਾਲ ਭਾਰਤ ਦੇ ਮਾਨਚੈਸਟਰ ਵਜੋਂ ਜਾਣੇ ਜਾਂਦੇ ਇਸ ਸਨਅਤੀ ਸ਼ਹਿਰ ਦੀ ਕਾਇਆ-ਕਲਪ ਨਿਸ਼ਚਤ ਹੋ ਗਈ ਹੈ। ਸ. ਬਾਦਲ ਨੇ ਇਕ ਉਚ ਪੱਧਰੀ ਮੀਟਿੰਗ ਦੀ ਪ੍ਰਧਾਨਗੀ ਕਰਦਿਆਂ ਜਿੱਥੇ ਇਸ ਉਤਸ਼ਾਹੀ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਪ੍ਰਾਜੈਕਟ ਲਈ ਵਿੱਤੀ ਸਰੋਤਾਂ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਉਥੇ ਹਰ ਪ੍ਰਾਜੈਕਟ ਦੇ ਮੁਕੰਮਲ ਕਰਨ ਦੀ ਵੀ ਸਮਾਂ ਸੀਮਾ ਨਿਸ਼ਚਤ ਕੀਤੀ।
      ਮੀਟਿੰਗ ਦੇ ਆਰੰਭ ਵਿਚ ਪ੍ਰਮੁੱਖ ਸਕੱਤਰ ਸਥਾਨਕ ਸਰਕਾਰਾਂ ਸ੍ਰੀ ਸੁਰੇਸ਼ ਕੁਮਾਰ ਅਤੇ ਲੁਧਿਆਣਾ ਨਗਰ ਨਿਗਮ ਦੇ ਕਮਿਸ਼ਨਰ ਸ੍ਰੀ ਆਰ.ਕੇ.ਵਰਮਾ ਨੇ ਲੁਧਿਆਣਾ ਅਤੇ ਨਾਲ ਲੱਗਦੇ ਇਲਾਕਿਆਂ ਦੇ ਵਿਆਪਕ ਬੁਨਿਆਦੀ ਢਾਂਚਾ ਵਿਕਾਸ ਲਈ ਆਪਣੀ ਸੰਗਠਿਤ ਯੋਜਨਾ ਬਾਰੇ ਇਕ ਪੇਸ਼ਕਾਰੀ ਦਿੱਤੀ। ਮੀਟਿੰਗ ਵਿਚ ਦੱਸਿਆ ਗਿਆ ਕਿ ਏ ਟੂ ਜੈਡ ਕੰਪਨੀ ਵੱਲੋਂ ਘਰ-ਘਰ ਜਾ ਕੇ ਕੂੜਾ ਇਕੱਠਾ ਕਰਨ ਅਤੇ ਠੋਸ ਰਹਿੰਦ ਖੂੰਦ ਦੇ ਨਿਪਟਾਰੇ ਦਾ ਪ੍ਰੋਗਰਾਮ ਪਹਿਲਾਂ ਹੀ ਸ਼ੁਰੂ ਕਰਕੇ 60 ਫੀਸਦੀ ਸ਼ਹਿਰ ਅੰਦਰ ਇਹ ਵਿਵਸਥਾ ਲਾਗੂ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ ਜਦੋਂ ਕਿ ਇਕ ਹੋਰ ਕੰਪਨੀ ਵਲੋਂ ਸੜਕਾਂ ਦੀ ਸਫਾਈ ਦਾ ਕੰਮ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।

ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਲੁਧਿਆਣਾ ਸ਼ਹਿਰ ਵਿਚ ਵਾਹਨਾਂ ਦੀ ਵੱਡੀ ਗਿਣਤੀ ਦੇ ਮੱਦੇਨਜ਼ਰ ਲੁਧਿਆਣਾ ਨਗਰ ਨਿਗਮ ਨੂੰ ਰਾਤ ਸਮੇਂ ਸੜਕਾਂ ਦੀ ਸਫਾਈ ਦਾ ਕੰਮ ਸ਼ੁਰੂ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਨਗਰ ਨਿਗਮ ਨੂੰ ਮਸ਼ੀਨੀਕਰਨ ਜ਼ਰੀਏ ਸੜਕਾਂ ਦੀ ਸਫਾਈ ਕਰਦਿਆਂ ਗਰੀਬ ਬਸਤੀਆਂ ਅਤੇ ਬਾਹਰੀ ਇਲਾਕਿਆਂ 'ਤੇ ਵਿਸ਼ੇਸ਼ ਧਿਆਨ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ। ਠੋਸ ਰਹਿੰਦ ਖੂੰਦ ਦੇ ਨਿਪਟਾਰੇ ਦੇ ਪ੍ਰੋਗਰਾਮ ਵਿਚ ਲੋਕਾਂ ਦੀ ਸ਼ਮੂਲੀਅਤ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਸ ਬਾਦਲ ਨੇ ਇਸ ਮਕਸਦ ਲਈ 15 ਕਰੋੜ ਰੁਪਏ ਸਾਲਾਨਾ ਦੀ ਅਦਾਇਗੀ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਵੀ ਦੇ ਦਿੱਤੀ ਹੈ।
       ਸ਼ਹਿਰ ਦੇ ਬਾਕੀ ਰਹਿੰਦੇ ਖੇਤਰਾਂ ਵਿਚ ਪੀਣ ਵਾਲਾ ਪਾਣੀ ਅਤੇ ਸੀਵਰੇਜ ਦੀ ਵਿਵਸਥਾ, ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟ ਲਗਾਏ ਜਾਣ ਦੀ ਲੋੜ ਤੋਂ ਇਲਾਵਾ ਬਾਰਸ਼ ਦੇ ਪਾਣੀ ਦੀ ਢੁੱਕਵੀਂ ਨਿਕਾਸੀ ਯਕੀਨੀ ਬਨਾਉਣ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਜ਼ਿੰਮੇਵਾਰੀ ਇਕ ਹੀ ਕੰਪਨੀ ਨੂੰ ਦਿੱਤੀ ਜਾਵੇ ਅਤੇ ਉਹ ਅਗਲੇ 10 ਸਾਲਾਂ ਤੱਕ ਇਸ ਦੀ ਸਾਂਭ-ਸੰਭਾਲ ਕਰੇ। ਮੀਟਿੰਗ ਵਿਚ ਇਹ ਵੀ ਦੱਸਿਆ ਗਿਆ ਕਿ ਲੁਧਿਆਣਾ ਸ਼ਹਿਰ ਅੰਦਰ 779 ਟਿਊਬਵੈੱਲਾਂ ਦੇ ਨਾਲ ਪਾਣੀ ਦੀ ਵੰਡ ਦਾ 1639 ਕਿਲੋ ਮੀਟਰ ਲੰਬਾ ਨੈਟਵਰਕ ਹੈ ਅਤੇ ਅਜੇ ਸ਼ਹਿਰ ਦਾ 17 ਫੀਸਦੀ ਇਲਾਕਾ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦੀ ਸਪਲਾਈ ਤੋਂ ਵਿਰਵਾ ਹੈ ਜਿਸ ਲਈ ਲੋੜੀਂਦਾ ਪ੍ਰਾਜੈਕਟ ਨਿਰਮਾਣ ਅਧੀਨ ਹੈ। ਇਸੇ ਤਰਾਂ 182 ਕਿਲੋਮੀਟਰ ਮੈਨ ਸੀਵਰ ਅਤੇ 1279 ਕਿਲੋ ਮੀਟਰ ਬਰਾਂਚ ਸੀਵਰ ਜ਼ਰੀਏ ਲੁਧਿਆਣਾ ਸ਼ਹਿਰ ਦਾ 87 ਫੀਸਦੀ ਖੇਤਰ ਅੰਦਰ ਸੀਵਰੇਜ ਦੀ ਵਿਵਸਥਾ ਹੈ ਜਦੋਂ ਕਿ ਬਾਕੀ 13 ਫੀਸਦੀ ਇਲਾਕੇ ਅੰਦਰ ਸੀਵਰੇਜ ਦੀ ਕਵਰੇਜ਼ ਲਈ ਹਦਾਇਤਾਂ ਜਾਰੀ ਹੋ ਚੁੱਕਿਆਂ ਹਨ।
ਮਟਿੰਗ ਵਿੱਚ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਭੱਟਿਆਂ ਵਿਖੇ 111 ਮਿਲੀਅਨ ਲੀਟਰ ਪ੍ਰਤੀ ਦਿਨ ਸਮਰੱਥਾ ਵਾਲੇ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟ, ਜਮਾਲਪੁਰ ਵਿਖੇ 48 ਮਿਲੀਅਨ ਲੀਟਰ ਪ੍ਰਤੀ ਦਿਨ ਸਮਰੱਥਾ ਵਾਲੇ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟ ਅਤੇ ਬੱਲੋਕੇ ਵਿਖੇ 152 ਮਿਲੀਅਨ ਲੀਟਰ ਪ੍ਰਤੀ ਦਿਨ ਸਮਰੱਥਾ ਵਾਲੇ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟ ਨੂੰ ਅੱਪਗ੍ਰੇਡ ਕਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦੇਣ ਤੋਂ ਇਲਾਵਾ ਭੱਟਿਆਂ ਵਿਖੇ 50 ਮਿਲੀਅਨ ਲੀਟਰ ਪ੍ਰਤੀ ਦਿਨ ਸਮਰੱਥਾ ਵਾਲੇ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟ ਅਤੇ ਬੱਲੋਕੇ ਵਿਖੇ 105 ਮਿਲੀਅਨ ਲੀਟਰ ਪ੍ਰਤੀ ਦਿਨ ਸਮਰੱਥਾ ਵਾਲੇ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟ ਨਵੇਂ ਲਾਉਣ ਦੀ ਮਨਜ਼ੂਰੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਉਨਾਂ ਨਗਰ ਨਿਗਮ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਇਹ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ ਕਿ ਇਹ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟ ਅਗਲੇ ਤਿੰਨ ਸਾਲਾਂ ਦੌਰਾਨ ਚਾਲੂ ਹੋ ਜਾਣਗੇ। ਇਸ ਮੌਕੇ ਸ.ਬਾਦਲ ਨੇ 126 ਕਰੋੜ ਰੁਪਏ ਸੀਵਰੇਜ ਵਿਵਸਥਾ, 290 ਕਰੋੜ ਰੁਪਏ ਜਲ ਸਪਲਾਈ ਅਤੇ 30 ਕਰੋੜ ਰੁਪਏ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਂਟਾਂ ਲਈ ਮਨਜ਼ੂਰ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਇਨਾਂ ਸੇਵਾਵਾਂ ਨੂੰ ਚਲਾਉਣ ਅਤੇ ਸਾਂਭ-ਸੰਭਾਲ ਲਈ 55 ਕਰੋੜ ਰੁਪਏ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਹੈ।
       ਸ. ਬਾਦਲ ਨੇ ਸ਼ਹਿਰ ਅੰਦਰ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਸਟਰੀਟ ਲਾਈਟ ਪ੍ਰਦਾਨ ਕਰਨ ਲਈ ਬਿਜਲੀ ਦੀ ਬੱਚਤ ਵਾਲਾ ਮਾਡਲ ਅਪਨਾਉਣ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਸ.ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਸ਼ਹਿਰ ਦੇ ਸਾਰੇ 90 ਹਜ਼ਾਰ ਲਾਈਟ ਪੁਆਇੰਟ ਐਲ ਈ ਡੀ ਲਾਈਟ ਨਾਲ ਬਦਲੇ ਜਾਣ ਅਤੇ 27 ਕਰੋੜ ਰੁਪਏ ਸਾਲਾਨਾ ਦੇ ਬਿਜਲੀ ਬਿੱਲ ਨੂੰ ਘਟਾਉਣ ਲਈ ਯਤਨ ਕੀਤੇ ਜਾਣ।
       ਉਨਾਂ ਸ਼ਹਿਰ ਅੰਦਰ ਵਾਹਨਾਂ ਦੇ ਨਿਰੰਤਰ ਵੱਧ ਰਹੀ ਗਿਣਤੀ ਅਤੇ ਲਗਾਤਾਰ ਆਵਾਜਾਈ ਦੇ ਜਾਮ ਹੋਣ 'ਤੇ ਚਿੰਤਾ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਸ਼ਹਿਰ ਦੀਆਂ ਸਭ ਤੋਂ ਵੱਧ ਭੀੜ-ਭੜੱਕੇ ਵਾਲੀਆਂ ਸੜਕਾਂ ਜਿਵੇਂ ਕਿ ਜਗਰਾਓਂ ਪੁਲ ਤੋਂ ਫਿਰੋਜ਼ਪੁਰ ਰੋਡ, ਜਗਰਾਉਂ ਪੁਲ ਤੋਂ ਹੰਬੜਾ ਰੋਡ, ਜਗਰਾਉਂ ਪੁਲ ਤੋ ਰਾਹੋਂ ਰੋਡ, ਜਗਰਾਉਂ ਪੁਲ ਤੋਂ ਸਾਹਨੇਵਾਲ ਦਿੱਲੀ ਰੋਡ, ਜਗਰਾਉਂ ਪੁਲ ਤੋਂ ਮਾਲੇਰਕੋਟਲਾ ਰੋਡ ਅਤੇ ਲਾਡੋਵਾਲ ਤੋ ਹੰਬੜਾ ਰੋਡ ਨੂੰ ਤੂਰੰਤ ਅਪਗ੍ਰੇਡ ਕੀਤੇ ਜਾਣ ਦੀ ਲੋੜ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਉਨਾਂ ਇਹ ਮਹਿਸੂਸ ਕੀਤਾ ਹੈ ਕਿ ਇਨਾਂ ਸੜਕਾਂ 'ਤੇ ਵਾਹਨਾ ਦੀ ਔਸਤਨ ਸਪੀਡ 24 ਤੋਂ 30 ਕਿਲੋ ਮੀਟਰ ਪ੍ਰਤੀ ਘੰਟਾ ਹੈ ਜੋ ਸੁਚਾਰੂ ਆਵਾਜਾਈ ਵਿਵਸਥਾ ਦੇ ਸੰਕਲਪ ਨੂੰ ਪੂਰਾ ਨਹੀਂ ਕਰਦੀ। ਉਨਾਂ ਦੱਸਿਆ ਕਿ ਸ਼ਹਿਰ ਅੰਦਰ ਬੇਤਰਤੀਬ ਪਾਰਕਿੰਗ ਵੀ ਸੁਚੱਜੀ ਆਵਾਜਾਈ ਦੇ ਰਾਹ ਵਿਚ ਅੜਿੱਕਾ ਬਣਦੀ ਹੈ।
       ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਜਦੋਂ ਤੱਕ ਲੁਧਿਆਣਾ ਨੂੰ ਮੈਟਰੋ ਸਮੇਤ ਵਿਸ਼ਵ-ਪੱਧਰੀ ਸਮੂਹਿਕ ਆਵਾਜਾਈ ਵਿਵਸਥਾ ਨਹੀਂ ਮਿਲਦੀ ਉਦੋਂ ਤੱਕ ਸ਼ਹਿਰ ਦੇ ਰੋਡ ਨੈਟਵਰਕ ਨੂੰ ਭਵਿੱਖੀ ਚਣੌਤੀਆਂ ਮੁਤਾਬਕ ਅਪਗ੍ਰੇਡ ਕੀਤਾ ਜਾਣਾ ਲਾਜ਼ਮੀ ਬਣ ਜਾਂਦਾ ਹੈ। ਉਨਾਂ ਨਗਰ ਨਿਗਮ ਲੁਧਿਆਣਾ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਮੈਟਰੋ ਰੇਲ ਵਿਵਸਥਾ ਦੇ 200 ਕਿਲੋ ਮੀਟਰ ਤਕ ਹੋਰ ਪਸਾਰ, ਸ਼ਹਿਰ ਅੰਦਰ ਰੈਪਿਡ ਬੱਸ ਟਰਾਂਸਪੋਰਟ ਵਿਵਸਥਾ ਅਤੇ ਨਾਲ ਲੱਗਦੇ ਸ਼ਹਿਰਾਂ ਲਈ ਲੋਕਲ ਟਰੇਨ ਵਿਵਸਥਾ ਦਾ ਫਾਇਦਾ ਉਠਾਉਣ 'ਤੇ ਆਧਾਰਤ ਇਕ ਯੋਜਨਾ ਤਿਆਰ ਕੀਤੀ ਜਾਵੇ। ਇਸ ਮੌਕੇ ਸ. ਬਾਦਲ ਨੇ ਸ਼ਹਿਰ ਅੰਦਰ 313 ਕਿਲੋਮੀਟਰ ਨਵੀਂਆਂ ਸੜਕਾਂ ਬਣਾਉਣ, 199 ਕਿਲੋਮੀਟਰ ਸੜਕਾਂ ਨੂੰ ਚੌੜਾ ਕਰਨ, 41 ਫਲਾਈਓਵਰਾਂ ਅਤੇ 18 ਰੇਲਵੇ ਅੰਡਰਬ੍ਰਿਜਾਂ ਦੇ ਨਿਰਮਾਣ ਤੋਂ ਇਲਾਵਾ ਇੰਟੇਗ੍ਰੇਟਿਡ ਫ੍ਰੇਟ ਕੰਪਲੈਕਸ ਦੇ ਨਿਰਮਾਣ ਨੂੰ ਵੀ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ।
ਮੀਟਿੰਗ ਵਿਚ ਇਹ ਵੀ ਫੈਸਲਾ ਕੀਤਾ ਗਿਆ ਕਿ ਘੁਮਾਰ ਮੰਡੀ ਅਤੇ ਚੌੜਾ ਬਜ਼ਾਰ ਵਿਖੇ ਬਹੁਮੰਜ਼ਲੀ ਪਾਰਕਿੰਗ ਸਹੂਲਤ ਪ੍ਰਦਾਨ ਕਰਨ ਦੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ਤੋਂ ਇਲਾਵਾ ਚੌੜਾ ਬਜਾਰ ਸੜਕ ਨੂੰ ਗੈਰ ਪਾਰਕਿੰਗ ਖੇਤਰ ਬਣਾਇਆ ਜਾਵੇ। ਮੀਟਿੰਗ ਵਿਚ ਸ਼ਹਿਰ ਦੇ 19 ਚੌਂਕਾਂ ਜਿਨਾਂ ਵਿੱਚ ਵਿਸ਼ਵਕਰਮਾ ਚੌਂਕ, ਜਗਰਾਉਂ ਪੁਲ ਚੌਂਕ, ਗੀਤਾ ਮੰਦਰ ਚੌਂਕ, ਭਾਰਤ ਨਗਰ ਚੌਂਕ, ਭਾਈ ਬਾਲਾ ਚੌਂਕ, ਆਰਤੀ ਚੌਂਕ, ਯੈਸ ਬੈਂਕ ਚੌਂਕ, ਸਰਕਟ ਹਾਊਸ ਚੌਂਕ, ਸਰਾਭਾ ਨਗਰ ਚੌਂਕ, ਡੇਲਟਾ ਹਾਰਟ ਸੈਂਟਰ ਚੌਂਕ, ਕੈਨਾਲ ਚੌਂਕ, ਅਗਰ ਨਗਰ ਸੈਕਟਰ ਏ ਅਤੇ ਬੀ ਚੌਂਕ, ਲੋਧੀ ਕਲੱਬ ਚੌਂਕ, ਸ਼ੇਰਪੁਰ ਚੌਂਕ, ਓਸਵਾਲ ਚੌਂਕ, ਸਮਰਾਲਾ ਚੌਂਕ, ਸ਼ਿਵਪੁਰੀ ਚੌਂਕ, ਬਸਤੀ ਜੋਧੇਵਾਲ ਚੌਂਕ ਅਤੇ ਜਲੰਧਰ ਬਾਈਪਾਸ ਚੌਂਕ ਵਿਚ ਸੁਧਾਰ ਲਿਆਉਣ ਦੀ ਵੀ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਗਈ। ਮੀਟਿੰਗ ਵਿਚ 1076.2 ਕਰੋੜ ਰੁਪਏ ਸੜਕਾਂ ਨੂੰ ਚੌੜਾ ਕਰਨ, 193.6 ਕਰੋੜ ਰੁਪਏ ਨਵੀਆਂ ਸੜਕਾਂ ਦੇ ਨਿਰਮਾਣ ਅਤੇ 920 ਕਰੋੜ ਰੁਪਏ ਖੇਤਰੀ ਸੜਕਾਂ ਨੂੰ ਅਪਗ੍ਰੇਡ ਅਤੇ ਚੌੜਾ ਕਰਨ ਲਈ ਪ੍ਰਵਾਨ ਕੀਤੇ ਗਏ ਹਨ।
       ਸ਼ਹਿਰ ਅੰਦਰ ਕੁਸ਼ਲ ਸਿਟੀ ਬੱਸ ਸੇਵਾ ਪ੍ਰਦਾਨ ਕਰਨ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ 30 ਬੱਸਾਂ ਦੇ ਮੌਜੂਦਾ ਫਲੀਟ ਵਿਚ 200 ਹੋਰ ਬੱਸਾਂ ਦਾ ਵਾਧਾ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਗਿਆ ਹੈ। ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਪ੍ਰਮੁੱਖ ਸਕੱਤਰ ਸਨਅਤ ਸਰਕਾਰਾਂ ਨੂੰ ਕਿਹਾ ਕਿ ਉਹ ਲੁਧਿਆਣਾ ਮੈਟਰੋ ਦੀ ਵਿਸਥਾਰਤ ਪ੍ਰਾਜੈਕਟ ਰਿਪੋਰਟ ਨੂੰ ਇਸੇ ਮਹੀਨੇ ਅੰਤਿਮ ਰੂਪ ਦਿੱਤਾ ਜਾਵੇ।
       ਸ਼ਹਿਰ ਅੰਦਰ ਹਰਿਆਲੀ ਵਧਾਉਣ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਸ਼ਹਿਰ ਅੰਦਰ ਰੋਜ਼ ਗਾਰਡਨ, ਰੱਖ ਬਾਗ, ਚਿਲਡਰਨ ਪਾਰਕ, ਲਈਅਰ ਵੈਲੀ, ਮਿੰਨੀ ਰੋਜ਼ ਗਾਰਡਨ ਅਤੇ 29 ਕੇਂਦਰੀ ਹਰੀਆਂ ਪੱਟਿਆਂ ਸਮੇਤ ਸ਼ਹਿਰ ਦੇ ਸਾਰੇ 770 ਪਾਰਕਾਂ ਦੀ ਸਾਂਭ-ਸੰਭਾਲ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਕਿਸੇ ਨਿੱਜੀ ਬਾਗਬਾਨੀ ਕੰਪਨੀ ਨੂੰ ਦਿੱਤੀ ਜਾਵੇ। ਬੁੱਢੇ ਨਾਲੇ ਦੀ ਸਫਾਈ ਦੀ ਹੌਲੀ ਰਫਤਾਰ 'ਤੇ ਚਿੰਤਾ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ 14 ਕਿਲੋਮੀਟਰ ਲੰਬੇ ਨਾਲੇ ਨੂੰ ਸਾਫ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਇਸ ਵਿਚ ਪੈਂਦੇ ਸੀਵਰੇਜ ਅਤੇ ਸਨਅਤੀ ਰਹਿੰਦ ਖੂੰਦ ਨੂੰ ਸਖਤੀ ਨਾਲ ਰੋਕਿਆ ਜਾਵੇ।
       ਮੀਟਿੰਗ ਵਿਚ ਦੱਸਿਆ ਗਿਆ ਕਿ ਸ਼ਹਿਰੀ ਗਰੀਬਾਂ ਲਈ 113.53 ਕਰੋੜ ਦੀ ਲਾਗਤ ਨਾਲ 4832 ਘਰਾਂ ਦਾ ਨਿਰਮਾਣ ਮੁਕੰਮਲ ਹੋ ਚੁੱਕਿਆ ਹੈ ਅਤੇ ਲੋੜਵੰਦਾਂ ਨੂੰ ਛੇਤੀ ਹੀ ਅਲਾਟਮੈਂਟ ਕੀਤੀ ਜਾਵੇਗੀ। ਸ. ਬਾਦਲ ਨੇ ਵਿਭਾਗ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ 5000 ਅਜਿਹੇ ਹੋਰ ਘਰਾਂ ਦਾ ਨਿਰਮਾਣ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਪਹਿਲੇ ਗੇੜ ਵਿਚ ਇਸ ਮਕਸਦ ਲਈ 40 ਕਰੋੜ ਰੁਪਏ ਪ੍ਰਵਾਨ ਕੀਤੇ।

Chandigarh, September 30: The “Manchester of India” Ludhiana is all set to get a new facelift with Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal giving his nod to Rs.3561 crore integrated development plan for Ludhiana and adjoining areas brand named as “Mission Ludhiana”. In a high level meeting held here late last night, Mr. Badal also tied up the financial resources for the ambitious urban development programme of Ludhiana and drew timelines for completion of every project.

  Principal Secretary Local Government Mr. Suresh Kumar and Mr. R.K. Verma, Commissioner Municipal Corporation, Ludhiana gave an exhaustive presentation of integrated plan chalked out by the Corporation for the comprehensive infrastructural development of Ludhiana and adjoining areas. Mr. Badal said tha Ludhiana would be the first city in Punjab to have multi-thousand crore integrated development plan. It was informed that door to door collection and solid waste management programme launched by AtoZ Company has already covered 60% of city whereas other company was performing the job of road sweeping. Mr. Badal said that for Ludhiana having high density of vehicle population, Ludhiana Municipal Corporation should start night sweeping of roads especially on arterial intercity roads. He said that slums and outer areas should also be the focus of MC, Ludhiana. Calling for involvement of public in making solid waste management programme a success, Mr. Badal sanctioned Rs.15 crore annual payments for solid waste management programme.

Focusing on providing water supply and sewerage system to uncovered areas, augmentation of sewerage treatment plant besides ensuring proper storm water drainage and disposal, Mr. Badal said that only one company should be given the job on turnkey basis that  would maintain it for next 10 years. It was informed that Ludhiana city has 1639 KMS of water distribution network with 779 tube wells and project was on to cover remaining 17% city for water supply. Similarly, with 182kms main sewer and 1279 kms branch sewer only 87% Ludhiana city was covered with sewerage system. Instructions were issued to cover remaining 13% area under integrated programme. The Deputy Chief Minister also approved upgradation of 111 MLD STP at Bhattian, 48 MLD STP at Jamalpur, 152 MLD STP at Balloke besides construction of new 50 MLD STP Bhattian and another 105 MLD new STP at Balloke. The Deputy Chief Minister asked the MC to ensure that these STPs become operational within next 3 years. Mr. Badal approved Rs.126 crore for sewerage system, Rs.290 crore for water supply, Rs.30 Crore for STP and Rs.55 crore for Operation and Maintenance of these services.

Asking the MC Ludhiana to go for ESCO model for efficient street lighting, Mr. Badal said that all 90000 lighting points in the city should be replaced with the LED lighting and efforts should be made to reduce existing energy bill of Rs.27 crore per annum.

Expressing concern over rising density of vehicles and consistent traffic jams, Mr. Badal said that busiest roads including Jagraon Bridge-Ferozepur road, Jagraon Bridge-Hambran road, Jagraon Bridge-Rahon road, Jagraon Bridge-Sahnewal-Delhi road, Jagraon Bridge-Malerkotla road and Ladhowal-Hambran road needed immediate upgradation. He said that he has noticed that average speed of vehicles on these roads were 24-30 km per hour that negated the total concept of efficient traffic system. Mr. Badal expressed concern at rising density of vehicles on Ludhiana roads as average density on these roads were 2263 minimum at Rahon road and 7070 maximum at Ferozepur road. He also expressed concern over haphazard parking hindering the smooth flow of traffic in the city.

The Deputy Chief Minister said that till the Ludhiana gets quality mass transport system including Metro, the city road network would have to be upgraded for the future challenges. The MC Ludhiana was asked to come out with phase-2 plan for further expansion of Metro rail system to 200 kms, introducing bus rapid transport system besides making use of commuter rail system with adjoining cities, to lessen the load of traffic on city. Mr. Badal Okayed Road System Development Plan for Ludhiana city that included laying of new roads (313 kms), Road Widening (199kms), construction of 41 flyovers, 18 RUBs besides construction of integrated freight complexes. It was also decided to explore the possibility of multi-storeyed parking facility in Ghumar Mandi, Chaura Bazaar and making Chaura bazaar road as no parking zone. The meeting also approved improvement of 19 junctions including Vishwakarma Chowk, Jagraon Bridge Chowk, Geeta Mandir Chowk, Bharat Nagar Chowk, Bhiabala Chowk, Aarti Chowk, Yes Bank Chowk, Circuit House Chowk, Sarabha Nagar Chowk Delata Heart Centre Chowk, Canal Chowk, Aggar Nagar Sector A and B Chowk, Lodhi Club Junction, Sherpur Chowk, Oswal Chowk, Samrala Chowk, Shivpuri Chowk, Basti Jodhewal Chowk and Jalandhar Bypass Chowk and making flyovers and  RUBs wherever required. The meeting approved Rs.2765.80 crore that includes Rs.1076.2 crore for road widening, Rs.193.6 crore for new road links and Rs.920 crore for upgradation and widening of regional roads.

Stressing upon the need for efficient city bus service it was decided to add 200 additional buses to fleet of existing 30 buses. The Deputy Chief Minister asked Principal Secretary Local Government to expedite finalization of DPR of Ludhiana Metro within this month.

Impressing upon the need for improving greenery, Mr. Badal said that all 770 parks in the city including Rose Garden, Rakhbagh, Children Park, Leisure Valley, Mini Rose Garden and 29 central strips should be maintained by a private horticulture company.

Expressing concern over slow progress on cleansing of Budha Nallah, Mr. Badal said that this 14 km long eye sore has to be cleaned and sewerage and industrial waste discharge in it has to be stopped with stern hand.

It was informed that 4832 houses for urban poor constructed at the cost of Rs.113.53 crore have been completed and allotment would be made soon. Mr. Badal asked the department to construct 5000 more such houses and allocated Rs.40 crore for the first phase.

 Chhappar (Ludhiana) September 30- Punjab Chief Minister, Mr. Parkash Singh Badal today called upon the people to teaching a lesson to the Congress led UPA alliance during the forthcoming Lok Sabha elections for its anti-poor and anti-Indian economic policies that has worsen the lives of our countrymen.

            Addressing a mammoth gathering during a political conference on the occasion of historic ‘Mela Chhappar’ at Village Chhappar, in Ludhiana district, Mr. Badal said that he was fully confident that NDA would form next government at the Centre as the countdown of Congress had already begun, people were fully annoyed with the anti-poor policies and programs of the UPA government. He said that autocratic style of functioning of Congress was totally against our democratic values and even its alliance parties were also leaving Congress one by one.  Moreover during the current regime of the Congress, social problems like Unemployment, poverty, inflation and illiteracy had increased manifolds, added Mr. Badal.

Emphasizing on the cordial Centre-State relations for the prosperity of the country, Mr. Badal said that the agrarian state like Punjab had suffered a tremendous loss because of Centre’s anti Punjab and anti farmer policies that had shattered the state’s economy. He also criticized the Centre for not empowering the states in the true spirit of federalism, for the fulfillment of its politically motivated entrusts.

      Mr. Badal asserted that SAD-BJP government had fulfilled each and every promise that they had made with the people of Punjab during the Assembly elections 2007 in sectors like school & higher education, health, skill development, employment generation, sports and many other. The promise to make Punjab a surplus state in power sector would also be fulfilled shortly with the completion of three thermal power plants at Rajapura, Talwandi Sabo and Gowindwal Sahib.

    President SAD Youth Wing and Revenue and Information & Public Relations Minister Mr. Bikram Singh Majithia in his address said that Centre-State relations could play a vital role for the development of any state, unfortunately this factor was missing in the case of Punjab. The step-motherly treatment of Center had always dragged the state's economy, added Mr. Majithia. Quoting an example that after gripping the complete tax earnings of the states, the Center only return 30% of that to the states for development works and keep 70% for its own utilization, which was totally unjust.  Mr. Majithia said that the Congress party, which ruled the country most of the time during 65 years after independence, completely ruined the economy and development process in the country and failed in all aspects. 

      Referring to the development plans of SAD government he said that SAD-BJP government was fully committed for the overall development of the state. He called upon the people to vote for the installation of NDA government at center during the next Lok Sabha elections, so that the state could gain maximum from Center for the development and prosperity of the Punjab.  

Later, replying a question of a media person that if NDA voted to power in next Lok Sabha election, would it establish federal structure in the country, Mr. Badal said that certainly it would, as NDA alliance parties were also in the favour of establishing true federal structure in the country with more powers to the state in accordance with our constitution. Replying on the issue of FDI in retail, Mr. Badal said that he had already made it clear that SAD was not in the favour of FDI in retail sectors, as it would directly affect the domestic retail business and also could not provide any long term benefit to the small and medium farmers of the state. 

      Earlier MLA (Dakha), Mr. Manpreet Singh Ayali welcomed the Chief Minister and raised certain development issues of the constituency, for which Chief Minister assured him to sort out these issues soon.

ਸਥਾਨਕ ਅਨਾਜ ਮੰਡੀ ਵਿੱਚ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ-ਭਾਜਪਾ ਦੀ ਵਿਸ਼ਾਲ ਰੈਲੀ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਆਖਿਆ ਕਿ ਇਸ ਰੈਲੀ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਏ ਲੋਕਾਂ ਦੇ ਚਿਹਰਿਆਂ ਤੋਂ ਇਹ ਭਵਿੱਖਬਾਣੀ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ ਕਿ ਮੁਲਕ ਨੂੰ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੀਆਂ ਖਾਈਆਂ ਵਿੱਚ ਸੁੱਟਣ ਵਾਲੀ, ਮਹਿੰਗਾਈ ਨੂੰ ਬੇਲਗਾਮ ਕਰਨ ਵਾਲੀ ਅਤੇ ਆਪਹੁਰਦੇਪਣ ਨਾਲ ਲੋਕ ਵਿਰੋਧੀ ਫੈਸਲੇ ਲੈਣ ਵਾਲੀ ਯੂ.ਪੀ.ਏ. ਸਰਕਾਰ ਦੇ ਗਿਣਤੀ ਦਿਨ ਬਾਕੀ ਬਚੇ ਹਨ। ਉਨਾਂ ਕੇਂਦਰ ਸਰਕਾਰ 'ਤੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਇਸ ਨੇ ਰਾਜਾਂ ਦੇ ਅਧਿਕਾਰਾਂ ਨੂੰ ਹੜੱਪ ਕੇ ਮੁਲਕ ਦੇ ਸੰਘੀ ਢਾਂਚੇ ਨੂੰ ਢਾਹ ਲਾਈ ਹੈ।  ਉਨਾਂ ਇਸ ਗੱਲ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਕਿ ਲਿੰਕ ਸੜਕਾਂ ਤੇ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦੀਆਂ ਸਕੀਮਾਂ ਵਰਗੀਆਂ ਸਕੀਮਾਂ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦੇਣ ਵਰਗੇ ਮਸਲਿਆਂ ਬਾਰੇ ਫੈਸਲੇ ਲੈਣ ਵਿੱਚ ਰਾਜਾਂ ਨੂੰ ਖੁਦਮੁਖਤਿਆਰੀ ਦੇਣੀ ਚਾਹੀਦੀ ਹੈ। ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ,''ਇਹ ਬਹੁਤ ਅਪਮਾਨਜਨਕ ਹੈ ਕਿ ਅਜਿਹੇ ਛੋਟੇ ਮਸਲਿਆਂ ਲਈ ਵੀ ਰਾਜਾਂ ਨੂੰ ਕੇਂਦਰ ਸਰਕਾਰ 'ਤੇ ਨਿਰਭਰ ਹੋਣਾ ਪੈਂਦਾ ਹੈ ਜਦਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਇਨਾਂ ਮਾਮਲਿਆਂ ਨੂੰ ਫਰਾਖਦਿਲੀ ਨਾਲ ਨਜਿੱਠਣਾ ਚਾਹੀਦਾ ਹੈ। ''

ਸ. ਬਾਦਲ ਨੇ ਕਾਂਗਰਸ ਦੀ ਤੁਲਨਾ 'ਅਮਲਵੇਲ' ਨਾਲ ਕੀਤੀ ਜੋ ਮੁਲਕ ਨੂੰ ਤਬਾਹ ਕਰ ਰਹੀ ਹੈ। ਉਨਾਂ ਇਹ ਵੀ ਜ਼ਿਕਰ ਕੀਤਾ ਕਿ ਯੂ.ਪੀ.ਏ. ਸਰਕਾਰ ਨੇ ਸਾਰੇ ਜਮਹੂਰੀ ਨੇਮ ਅਤੇ ਸੰਵਿਧਾਨਕ ਕਦਰਾਂ-ਕੀਮਤਾਂ ਛਿੱਕੇ ਟੰਗ ਦਿੱਤੀਆਂ ਹਨ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਵੱਲੋਂ ਜਾਣਬੁੱਝ ਕੇ ਸੋਕਾ ਰਾਹਤ ਪੈਕੇਜ ਦੇਣ ਤੋਂ ਕਿਨਾਰਾ ਕਰਨਾ ਇਸ ਗੱਲ ਨੂੰ ਸੱਚ ਕਰਦੀ ਹੈ ਕਿ ਕੇਂਦਰ ਨੇ ਹਮੇਸ਼ਾ ਹੀ ਪੰਜਾਬ ਨਾਲ ਮਤਰੇਈ ਮਾਂ ਵਾਲਾ ਸਲੂਕ ਅਪਣਾਇਆ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਮੱਧ ਪ੍ਰਦੇਸ਼, ਰਾਜਸਥਾਨ, ਮਹਾਰਾਸ਼ਟਰ ਤੇ ਉੜੀਸਾ ਵਰਗੇ ਨੂੰ ਰਾਹਤ ਪੈਕੇਜ ਦੇ ਦਿੱਤੇ ਜਦਕਿ ਉਹ ਪੰਜਾਬ ਨੂੰ ਇਹ ਕਹਿ ਰਹੀ ਹੈ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਨੁਕਸਾਨ ਦਾ ਜਾਇਜ਼ਾ ਲੈਣ ਵਾਸਤੇ ਵਿਸ਼ੇਸ਼ ਟੀਮ ਭੇਜਣ ਬਾਰੇ ਕੇਂਦਰ ਨੂੰ ਅਪੀਲ ਨਹੀਂ ਕੀਤੀ। ਕੇਂਦਰ ਦੀ ਇਸ ਦਲੀਲ ਦਾ ਮਜ਼ਾਕ ਉਡਾਉਂਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਉਨਾਂ ਨੂੰ ਆਖਿਆ ਕਿ ਕੀ ਕੇਂਦਰੀ ਟੀਮ ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਸ੍ਰੀ ਸ਼ਰਦ ਪਵਾਰ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਟੀਮ ਜਿਸ ਵਿੱਚ ਪੇਂਡੂ ਵਿਕਾਸ ਮੰਤਰੀ ਸ੍ਰੀ ਜੈਰਾਮ ਰਮੇਸ਼ ਸ਼ਾਮਲ ਸਨ, ਤੋਂ ਵੱਡੀ ਹੈ ਜਿਸ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਸੀਨੀਅਰ ਕੈਬਨਿਟ ਮੰਤਰੀ ਸ. ਆਦੇਸ਼ ਪ੍ਰਤਾਪ ਸਿੰਘ ਕੈਂਰੋ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਉਚ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਮੀਟਿੰਗ ਕਰਕੇ ਵਿਸਥਾਰ ਵਿੱਚ ਚਰਚਾ ਕੀਤੀ ਸੀ ਅਤੇ ਪੰਜਾਬ ਨੇ ਇਸ ਸੰਕਟ ਦੀ ਘੜੀ ਵਿਚੋਂ ਕਿਸਾਨਾਂ ਨੂੰ ਕੱਢਣ ਲਈ 5112 ਕਰੋੜ ਰੁਪਏ ਦੀ ਵਿਸ਼ੇਸ਼ ਕੇਂਦਰੀ ਸਹਾਇਤਾ ਮੰਗੀ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਸੋਕੇ ਵਰਗੀ ਸਥਿਤੀ ਦੌਰਾਨ ਝੋਨੇ ਦੀ ਫਸਲ ਨੂੰ ਬਚਾਉਣ ਲਈ ਵਾਧੂ ਖਰਚ ਕਰਕੇ ਕਿਸਾਨਾਂ ਦੀ ਬਾਂਹ ਫੜੀ ਸੀ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਪੰਜਾਬ ਨੂੰ ਵਿੱਤੀ ਪੈਕੇਜ ਦੇਣਾ ਨਹੀਂ ਚਾਹੁੰਦੀ ਜਿਸ ਲਈ ਉਹ ਬਹਾਨੇਬਾਜ਼ੀਆਂ ਬਣਾ ਕੇ ਪੰਜਾਬ ਨੂੰ ਜਾਣਬੁੱਝ ਕੇ ਇਸ ਤੋਂ ਬਾਹਰ ਰੱਖਣਾ ਚਾਹੁੰਦੀ ਹੈ। 
ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ-ਭਾਜਪਾ ਸਰਕਾਰ ਦੀਆਂ ਪ੍ਰਾਪਤੀਆਂ ਗਿਣਾਉਂਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਆਖਿਆ ਕਿ ਇਹ ਬਹੁਤ ਮਾਣ ਤੇ ਸੰਤੁਸ਼ਟੀ ਭਰੀ ਗੱਲ ਹੈ ਕਿ ਸਾਡਾ ਰਾਜ ਸਿੱਖਿਆ ਖੇਤਰ ਵਿੱਚ ਅੱਵਲ ਸਥਾਨ ਹਾਸਲ ਕਰ ਚੁੱਕਾ ਹੈ ਜਦਕਿ ਸੂਬੇ ਨੂੰ ਸਿਹਤ ਖੇਤਰ ਵਿੱਚ ਬੁਨਿਆਦੀ ਢਾਂਚੇ 'ਚ ਸਰਵੋਤਮ ਦਰਜਾ ਮਿਲਿਆ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਦਰਿਆਵਾਂ ਦੀ ਸਫਾਈ ਲਈ 2500 ਕਰੋੜ ਦੀ ਲਾਗਤ ਵਾਲਾ ਵਿਆਪਕ ਪ੍ਰੋਗਰਾਮ ਉਲੀਕਿਆ ਹੈ ਜਿਸ ਨਾਲ ਮਿਊਂਸਪਲ ਸੀਵੇਜ ਅਤੇ ਸਨਅਤਾਂ ਦੇ ਦੂਸ਼ਿਤ ਪਾਣੀ ਨੂੰ ਸਾਫ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਸੇ ਤਰਾਂ ਸੂਬੇ ਦੇ ਸਾਰੇ ਸ਼ਹਿਰਾਂ, ਕਸਬਿਆਂ ਅਤੇ ਪਿੰਡਾਂ ਨੂੰ ਪੀਣ ਵਾਲਾ ਸਾਫ ਪਾਣੀ ਮਹੱਈਆ ਕਰਵਾਇਆ ਜਾਵੇਗਾ। ਪਿੰਡ ਬਾਦਲ ਵਿਖੇ ਹਾਲ ਹੀ ਵਿੱਚ ਲੱਗੇ ਮੈਗਾ ਮੈਡੀਕਲ ਕੈਂਪ ਜਿੱਥੇ ਕਰੀਬ 17000 ਮਰੀਜ਼ਾਂ ਦੀ ਜਾਂਚ ਕੀਤੀ ਗਈ ਸੀ, ਦੀ ਸਫਲਤਾ ਤੋਂ ਉਤਸ਼ਾਹਿਤ ਹੁੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਐਲਾਨ ਕੀਤਾ ਕਿ 3 ਤੇ 4 ਨਵੰਬਰ ਨੂੰ ਮਾਨਸਾ ਵਿਖੇ ਦੋ ਦਿਨਾ ਮੈਗਾ ਮੈਡੀਕਲ ਕੈਂਪ ਲਾਇਆ ਜਾਵੇਗਾ।

ਸ. ਜਨਮੇਜਾ ਸਿੰਘ ਸੇਖੋਂ ਵੱਲੋਂ ਮੌੜ ਹਲਕੇ ਦੀਆਂ ਮੰਗਾਂ ਨੂੰ ਪ੍ਰਵਾਨ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਐਲਾਨ ਕੀਤਾ ਕਿ ਮੰਤਰੀ ਮੰਡਲ ਦੀ ਅਗਲੀ ਮੀਟਿੰਗ ਵਿੱਚ ਮੌੜ ਮੰਡੀ ਨੂੰ ਸਬ ਡਿਵੀਜ਼ਨ ਦਰਜਾ ਦੇ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਉਨਾਂ ਇਹ ਵੀ ਐਲਾਨ ਕੀਤਾ ਕਿ ਲੈਂਡ ਮਾਰਟਗੇਜ ਬੈਂਕ ਦੀ ਸਥਾਪਤੀ ਦੇ ਨਾਲ ਨਾਲ ਲੜਕਿਆਂ ਅਤੇ ਲੜਕੀਆਂ ਲਈ ਵੱਖੋ-ਵੱਖਰੇ ਸਰਕਾਰੀ ਸੀਨੀਅਰ ਸੈਕੰਡਰੀ ਸਕੂਲ ਸਥਾਪਤ ਕੀਤੇ ਜਾਣਗੇ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਇਹ ਵੀ ਐਲਾਨ ਕੀਤਾ ਕਿ ਮੌੜ ਮੰਡੀ ਵਿੱਚ ਆਧੁਨਿਕ ਅਨਾਜ ਮੰਡੀ ਕਾਇਮ ਕੀਤੀ ਜਾਵੇਗੀ ਅਤੇ ਅੱਗ ਬੁਝਾਊ ਪ੍ਰਬੰਧਾਂ ਲਈ ਵੀ ਢਕਵੇਂ ਫੰਡ ਦਿੱਤੇ ਜਾਣਗੇ। 
ਮੌੜ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਦੇ ਲੋਕਾਂ ਵੱਲੋਂ ਕਾਂਗਰਸ ਅਤੇ ਇਸ ਦੀ ਬੀ ਟੀਮ ਪੀਪਲਜ਼ ਪਾਰਟੀ ਆਫ਼ ਪੰਜਾਬ ਨੂੰ ਬੁਰੀ ਤਰਾਂ ਹਰਾ ਕੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਉਮੀਵਾਰ ਸ. ਜਨਮੇਜਾ ਸਿੰਘ ਸੇਖੋਂ ਨੂੰ ਜਿਤਾਉਣ ਲਈ ਵਧਾਈ ਦਿੰਦਿਆਂ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਪ੍ਰਧਾਨ ਤੇ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਆਖਿਆ ਕਿ ਮੋੜ ਦੀ ਇਸ ਇਤਿਹਾਸਕ ਰੈਲੀ ਨੇ ਕਾਂਗਰਸ ਤੇ ਉਸ ਦੇ ਇਸ਼ਾਰੇ 'ਤੇ ਕੰਮ ਕਰ ਰਹੀਆਂ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਨੂੰ ਇਹ ਸਨੇਹਾ ਦੇ ਦਿੱਤਾ ਹੈ ਕਿ ਇਨਾਂ ਦੇ ਦਿਨ ਪੁੱਗੇ ਚੁੱਕੇ ਹਨ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੇ ਸੂਬੇ ਨੂੰ ਤਰੱਕੀ ਦੀਆਂ ਲੀਹਾਂ 'ਤੇ ਪਾਉਣ ਵਾਲੇ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਪਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਦੀ ਰਹਿਨੁਮਾਈ ਵਿੱਚ ਮੁੜ ਪੂਰਨ ਭਰੋਸਾ ਜ਼ਾਹਰ ਕੀਤਾ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਇਸ ਜਿੱਤ ਨੇ ਅਕਾਲੀ-ਭਾਜਪਾ ਸਰਕਾਰ ਵੱਲੋਂ ਲਿਆਂਦੇ ਪ੍ਰਸ਼ਾਸਕੀ ਸੁਧਾਰਾਂ, ਪਾਰਦਰਸ਼ਤਾ ਅਤੇ ਵਿਕਾਸ ਦੀ ਮੁਹਿੰਮ 'ਤੇ ਮੋਹਰ  ਲਾਈ ਹੈ। ਉਨਾਂ ਐਲਾਨ ਕੀਤਾ ਕਿ ਸਾਰੇ ਵਿਧਾਨ ਸਭਾ ਹਲਕਿਆਂ ਦੇ ਖਾਲਿਆਂ ਦੇ ਪ੍ਰਬੰਧ ਨੂੰ ਸੁਚਾਰੂ ਬਣਾਇਆ ਜਾਵੇਗਾ ਜਿਸ ਲਈ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਪੰਜਾਬ ਲਈ ਸਿੰਜਾਈ ਪ੍ਰੋਗਰਾਮ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਆਉਂਦੇ ਤਿੰਨ ਸਾਲਾਂ ਵਿੱਚ 8775 ਕਰੋੜ ਰੁਪਏ ਦੀ ਲਾਗਤ ਦੇ ਸੂਬੇ ਦੇ ਸਾਰੇ 142 ਸ਼ਹਿਰਾਂ ਦੇ ਸਰਬਪੱਖੀ ਵਿਕਾਸ ਨਾਲ ਨਾਲ ਸਾਰੇ ਪਿੰਡਾਂ ਵਿੱਚ ਪੱਕੀਆਂ ਸੜਕਾਂ ਵੀ ਬਣਾਈਆਂ ਜਾਣਗੀਆਂ। ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਪਿਛਲੀ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਅਸੀਂ 1.20 ਲੱਖ ਨੌਜਵਾਨਾਂ ਨੂੰ ਸਰਕਾਰੀ ਨੌਕਰੀਆਂ ਮੁਹੱਈਆ ਕਰਵਾਈਆਂ ਸਨ ਅਤੇ ਹੁਣ ਸਰਕਾਰੀ ਵਿਭਾਗਾਂ ਵਿੱਚ ਖਾਲੀ ਪਈਆਂ 1.5 ਲੱਖ ਅਸਾਮੀਆਂ ਦੀ ਭਰਤੀ ਪ੍ਰਕ੍ਰਿਆ ਵੀ ਛੇਤੀ ਸ਼ੁਰੂ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਮਾਲਵਾ ਖੇਤਰ ਇਸ ਗੱਲੋਂ ਖੁਸ਼ਕਿਸਮਤ ਹੈ ਕਿਉਂਕਿ ਆਉਂਦੇ ਚਾਰ ਸਾਲਾਂ ਵਿੱਚ ਟੈਕਸਟਾਈਲ ਹੱਬ ਬਣਨ ਨਾਲ ਇਕ ਲੱਖ ਨੌਜਵਾਨਾਂ ਲਈ ਰੁਜ਼ਗਾਰ ਦੇ ਮੌਕੇ ਪੈਦਾ ਹੋਣਗੇ। ਤੀਜੇ ਵਿਸ਼ਵ ਕਬੱਡੀ ਕੱਪ ਦਾ ਐਲਾਨ ਕਰਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਪਹਿਲੀ ਦਸੰਬਰ ਨੂੰ ਇਸ ਦਾ ਉਦਘਾਟਨੀ ਸਮਾਗਮ ਬਠਿੰਡਾ ਵਿੱਚ ਹੋਵੇਗਾ ਅਤੇ ਇਸ ਕੱਪ ਵਿੱਚ ਪਹਿਲੀ ਵਾਰ ਅਫਰੀਕਾ ਅਤੇ ਯੂਰਪੀ ਖਿੱਤੇ ਦੀਆਂ ਟੀਮਾਂ ਭਾਗ ਲੈਣਗੀਆਂ। ਸ. ਬਾਦਲ ਨੇ ਭਰੋਸਾ ਦਿਵਾਇਆ ਕਿ ਮੌੜ ਦਾ ਮੁਹਾਂਦਰਾ ਹੁਣ ਬਦਲ ਜਾਵੇਗਾ ਕਿਉਂਕਿ ਉਨਾਂ ਦੇ ਵਿਧਾਇਕ ਇਸ ਹਲਕੇ ਦੀ ਜ਼ੋਰਦਾਰ ਵਕਾਲਤ ਕਰਦੇ ਹਨ। 

ਬਠਿੰਡਾ ਹਲਕੇ ਤੋਂ ਸੰਸਦ ਮੈਂਬਰ ਸ੍ਰੀਮਤੀ ਹਰਮਿਸਰਤ ਕੌਰ ਬਾਦਲ ਨੇ ਆਖਿਆ ਕਿ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਮੌੜ ਹਲਕੇ ਦਾ ਹਮੇਸ਼ਾ ਰਿਣੀ ਰਹੇਗਾ ਜਿਨਾਂ ਨੇ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਦੌਰਾਨ ਇਸ ਹਲਕੇ ਤੋਂ ਸਖ਼ਤ ਮੁਕਾਬਲੇ ਦੇ ਬਾਵਜੂਦ ਸ. ਜਨਮੇਜਾ ਸਿੰਘ ਸੇਖੋਂ ਨੂੰ ਮਿਸਾਲੀ ਜਿੱਤ ਦਿਵਾਈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਇਸ ਹਲਕੇ ਦੇ ਲੋਕਾਂ ਨੇ ਕਾਂਗਰਸ ਤੇ ਉਸ ਦੀ ਬੀ ਟੀਮ ਪੀਪਲਜ਼ ਪਾਰਟੀ ਆਫ਼ ਪੰਜਾਬ ਦੀਆਂ ਜੜਾਂ ਪੁੱਟ ਦਿੱਤੀਆਂ। ਉਨਾਂ ਨੇ ਹਲਕੇ ਦੇ ਲੋਕਾਂ ਨਾਲ ਵਾਅਦਾ ਕੀਤਾ ਕਿ ਉਹ ਮੌੜ ਹਲਕੇ ਦੀ ਕੋਈ ਵੀ ਮੰਗ ਅਧੂਰੀ ਨਹੀਂ ਛੱਡਣਗੇ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਪਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਦੇ ਮਨ ਵਿੱਚ ਹਮੇਸ਼ਾ ਹੀ ਸੂਬੇ ਦੇ ਵਿਕਾਸ ਲਈ ਤੜਪ ਰਹਿੰਦੀ ਹੈ ਅਤੇ ਉਹ ਆਪਣੇ ਅਣਥੱਕ ਯਤਨਾਂ ਸਦਕਾ ਲੋਕਾਂ ਦੀ ਸੇਵਾ ਕਰ ਰਹੇ ਹਨ। 

ਕੇਂਦਰ ਦੀ ਯੂ.ਪੀ.ਏ. ਸਰਕਾਰ ਦੀ ਸਖ਼ਤ ਅਲੋਚਨਾ ਕਰਦਿਆਂ ਸ੍ਰੀਮਤੀ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਸਰਕਾਰ ਨੇ ਆਪਣੇ ਅੱਠ ਸਾਲਾਂ ਦੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਅਜਿਹੀ ਕੋਈ ਪ੍ਰਾਪਤੀ ਨਹੀਂ ਕੀਤੀ ਜਿਸ ਦਾ ਜ਼ਿਕਰ ਕੀਤਾ ਜਾ ਸਕੇ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਦਾ ਰਵੱਈਆ ਹਮੇਸ਼ਾ ਹੀ ਪੰਜਾਬ ਵਿਰੋਧੀ ਰਿਹਾ ਹੈ ਜਿਸ ਨੇ ਸੂਬੇ ਦੇ ਲੋਕਾਂ ਖਾਸ ਕਰਕੇ ਕਿਸਾਨਾਂ ਦੀ ਔਖੀ ਘੜੀ ਵਿੱਚ ਸਾਰ ਲੈਣਾ ਵੀ ਆਪਣਾ ਫਰਜ਼ ਨਾ ਸਮਝਿਆ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਇਸ ਸਾਲ ਮੀਂਹ ਘੱਟ ਪੈਣ ਕਰਕੇ ਪੰਜਾਬ ਵਿੱਚ ਸੋਕੇ ਵਰਗੀ ਸਥਿਤੀ ਪੈਦਾ ਹੋ ਗਈ ਜਿਸ ਨਾਲ ਕਿਸਾਨਾਂ ਨੂੰ ਆਪਣੀਆਂ ਫਸਲਾਂ ਪਾਲਣ ਲਈ ਵੱਡੇ ਵਿੱਤੀ ਬੋਝ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ ਪਰ ਹੁਣ ਕੇਂਦਰ ਸਰਕਾਰ ਕਿਸਾਨਾਂ ਦੀ ਮਦਦ ਨਹੀਂ ਕਰ ਰਹੀ। 

4 ਲੱਖ 60 ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਦੇ ਵੱਡੇ ਘੁਟਾਲਿਆਂ ਨੂੰ ਜਨਮ ਦੇਣ ਵਾਲੀ ਯੂ.ਪੀ.ਏ. ਸਰਕਾਰ ਦੀਆਂ ਅਗਾਮੀ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ ਨੀਂਹਾਂ ਉਖਾੜਨ ਦਾ ਸੱਦਾ ਦਿੰਦਿਆਂ ਸੰਸਦ ਮੈਂਬਰ ਨੇ ਆਖਿਆ ਕਿ ਆਮ ਲੋਕਾਂ ਖਾਸ ਕਰਕੇ ਗਰੀਬ ਤੇ ਕਿਸਾਨਾਂ ਦੇ ਬਚਾਅ ਲਈ ਇਸ ਸਰਕਾਰ ਨੂੰ ਚੱਲਦਾ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਸੂਬੇ ਦੀਆਂ ਸਾਰੀਆਂ 13 ਸੰਸਦੀ ਸੀਟਾਂ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ-ਭਾਜਪਾ ਗੱਠਜੋੜ ਨੂੰ ਜਿਤਾਈਆਂ ਜਾਣ।
ਮਾਲ ਤੇ ਸੂਚਨਾ ਤੇ ਲੋਕ ਸੰਪਰਕ ਮੰਤਰੀ ਅਤੇ ਯੂਥ ਅਕਾਲੀ ਦਲ ਦੇ ਪ੍ਰਧਾਨ ਸ. ਬਿਕਰਮ ਸਿੰਘ ਮਜੀਠੀਆ ਨੇ ਆਖਿਆ ਕਿ ਆਪਣੇ ਲੋਕ ਵਿਰੋਧੀ ਸਟੈਂਡ ਕਰਕੇ ਕਾਂਗਰਸ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਯੂ.ਪੀ.ਏ. ਸਰਕਾਰ ਅੱਜ ਆਪਣੇ ਸਾਥੀਆਂ ਦਾ ਵਿਸ਼ਵਾਸ ਗੁਆ ਚੁੱਕੀ ਹੈ ਅਤੇ ਭਾਰਤ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਨੂੰ ਚਾਹੀਦਾ ਹੈ ਕਿ ਉਹ ਲੋਕ ਸਭਾ ਦਾ ਸੈਸ਼ਨ ਬੁਲਾ ਕੇ ਸਰਕਾਰ ਨੂੰ ਆਪਣਾ ਬਹੁਮਤ ਸਪੱਸ਼ਟ ਕਰਨ ਲਈ ਕਹੇ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਇਹ ਬੜੀ ਹਾਸੋਹੀਣੀ ਗੱਲ ਹੈ ਕਿ ਆਮ ਆਦਮੀ ਦੇ ਨਾਂ 'ਤੇ ਸੱਤਾ ਵਿੱਚ ਆਈ ਇਸ ਸਰਕਾਰ ਨੇ ਜ਼ਰੂਰੀ ਵਸਤਾਂ ਦੇ ਭਾਅ ਵਿੱਚ ਗੈਰ-ਲੋੜੀਂਦਾ ਵਾਧਾ ਕਰਕੇ ਉਸ ਦਾ ਲੱਕ ਤੋੜ ਦਿੱਤਾ ਹੈ। ਯੂ.ਪੀ.ਏ. ਸਰਕਾਰ ਨੂੰ ਸਭ ਤੋਂ ਭ੍ਰਿਸ਼ਟ ਸਰਕਾਰ ਦਾ ਦਰਜਾ ਦਿੰਦੇ ਹੋਏ ਸ. ਮਜੀਠੀਆ ਨੇ ਕਿਹਾ ਕਿ ਆਪਣੇ ਅੱਠ ਸਾਲਾਂ ਦੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਭਾਰਤ ਦੀ ਅੰਨੇਵਾਹ ਲੁੱਟ ਕੀਤੀ ਹੈ ਜੋ ਕਿ ਅੰਗਰੇਜ਼ਾਂ ਵੱਲੋਂ ਆਪਣੇ 200 ਸਾਲਾਂ ਦੇ ਰਾਜ ਦੌਰਾਨ ਕੀਤੀ ਗਈ ਲੁੱਟ ਤੋਂ ਕਿਤੇ ਜ਼ਿਆਦਾ ਹੈ।  

ਉਨਾਂ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਦੀ ਯੂ.ਪੀ.ਏ. ਸਰਕਾਰ ਪੰਜਾਬ ਨੂੰ ਤਾਂ ਗਲਤ ਤਰੀਕੇ ਨਾਲ ਸੋਕੇ ਦੇ ਰਾਹਤ ਪੈਕੇਜ ਤੋਂ ਵਾਂਝਿਆ ਰੱਖ ਰਹੀ ਹੈ ਪਰ ਦੂਜੇ ਪਾਸੇ ਵਿਕਾਸ ਕੰਮਾਂ ਦੀ ਖਾਤਰ ਲੋਕਾਂ ਦੇ ਟੈਕਸਾਂ ਦਾ ਪੈਸਾ ਗਲਤ ਢੰਗ ਨਾਲ ਕਾਂਗਰਸ ਦੇ ਯੁਵਰਾਜ ਰਾਹੁਲ ਗਾਂਧੀ ਦੇ ਹਲਕੇ ਵਿੱਚ ਧੱਕ ਰਹੀ ਹੈ। ਕਾਂਗਰਸ ਪਾਰਟੀ ਨੂੰ ਆਉਣ ਵਾਲੀਆਂ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ ਕਰਾਰੀ ਹਾਰ ਦੇਣ ਦਾ ਸੱਦਾ ਦਿੰਦਿਆਂ ਸ. ਮਜੀਠੀਆ ਨੇ ਕਿਹਾ ਕਿ ਅੱਜ ਸਮਾਂ ਆ ਗਿਆ ਹੈ ਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕ ਇਸ ਪਾਰਟੀ ਨੂੰ ਇਸ ਦੇ ਪੰਜਾਬ ਵਿਰੋਧੀ ਫੈਸਲਿਆਂ ਲਈ ਸਬਕ ਸਿਖਾਉਣ। ਸਾਬਕਾ ਖਜ਼ਾਨਾ ਮੰਤਰੀ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਬਾਦਲ ਨੂੰ ਗੱਦਾਰ ਕਰਾਰ ਦਿੰਦਿਆਂ ਮਾਲ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਨਾਲ ਲੁਕਵੇਂ ਢੰਗ ਨਾਲ ਹੱਥ ਮਿਲਾ ਕੇ ਪੀ.ਪੀ.ਪੀ. ਆਗੂ ਨੇ ਪੰਥ ਦੇ ਨਾਲ ਧੋਖਾ ਕੀਤਾ ਹੈ ਪਰ ਉਨਾਂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕ ਬਹੁਤ ਸੂਝਵਾਨ ਹਨ ਅਤੇ ਹਾਲ ਹੀ ਵਿੱਚ ਉਨਾਂ ਨੇ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਦੌਰਾਨ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੀ ਪਿੱਠ ਵਿੱਚ ਛੁਰਾ ਮਾਰਨ ਵਾਲੇ ਇਸ ਆਗੂ ਨੂੰ ਬੁਰੀ ਹਾਰ ਦਿੱਤੀ ਹੈ। 

ਸਾਬਕਾ ਕੇਂਦਰੀ ਮੰਤਰੀ ਸ. ਬਲਵੰਤ ਸਿੰਘ ਰਾਮੂਵਾਲੀਆ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੀਆਂ ਮਾੜੀਆਂ ਨੀਤੀਆਂ ਕਾਰਨ ਦੇਸ਼ ਅੱਜ ਟੁੱਟਣ ਕੰਢੇ ਖੜਾ ਹੈ। ਉਨਾਂ ਆਖਿਆ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਅੱਜ ਆਪਣੇ ਖਾਤਮੇ ਵੱਲ ਵਧ ਰਹੀ ਹੈ ਅਤੇ ਅਗਾਮੀ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ ਇਸ ਪਾਰਟੀ ਦੇ ਸਾਰੇ ਭ੍ਰਿਸ਼ਟ ਆਗੂਆਂ ਨੂੰ ਦੇਸ਼ ਦੇ ਲੋਕ ਸਬਕ ਸਿਖਾਉਣਗੇ। ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਪਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੂੰ 'ਵਿਕਾਸ ਸਿੰਘ ਬਾਦਲ' ਦਾ ਨਾਂ ਦਿੰਦਿਆਂ ਉਨਾਂ• ਕਿਹਾ ਕਿ ਸ. ਬਾਦਲ ਦੀ ਦੂਰਦ੍ਰਿਸ਼ਟੀ ਕਾਰਨ ਹੀ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ-ਭਾਜਪਾ ਸਰਕਾਰ ਅੱਜ ਲਗਾਤਾਰ ਦੂਜੀ ਵਾਰ ਸੱਤਾ ਵਿੱਚ ਆਈ ਹੈ। 

ਇਸ ਮੌਕੇ ਹਲਕਾ ਵਿਧਾਇਕ ਤੇ ਸਿੰਜਾਈ ਮੰਤਰੀ ਸ. ਜਨਮੇਜਾ ਸਿੰਘ ਸੇਖੋਂ ਨੇ ਅੱਜ ਦੀ ਇਸ ਰੈਲੀ ਨੂੰ ਭਰਵਾਂ ਹੁੰਗਾਰਾ ਦੇਣ ਲਈ ਲੋਕਾਂ ਦਾ ਤਹਿ ਦਿਲੋਂ ਧੰਨਵਾਦ ਕੀਤਾ। ਉਨਾਂ• ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਭਰੋਸਾ ਦਿਵਾਇਆ ਕਿ ਮੌੜ ਮੰਡੀ ਦੇ ਲੋਕ ਆਉਂਦੀਆਂ ਸੰਸਦੀ ਚੋਣਾਂ ਵਿੱਚ ਸ੍ਰੀਮਤੀ ਹਰਸਿਮਰਤ ਕੌਰ ਬਾਦਲ ਦੇ ਹੱਕ 'ਚ ਡਟ ਕੇ ਜੇਤੂ ਇਤਿਹਾਸ ਨੂੰ ਮੁੜ ਦੁਹਰਾਉਣਗੇ। ਉਨਾਂ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਇਸ ਇਲਾਕੇ ਦੀਆਂ ਉਹ ਸਾਰੀਆਂ ਮੰਗਾਂ ਮੰਨੀਆਂ ਜਾਣ ਜਿਨਾਂ ਨੂੰ ਕਾਂਗਰਸ ਸਰਕਾਰ ਮੌਕੇ ਪੂਰੀ ਤਰਾਂ ਅਣਗੌਲਿਆ ਕਰੀ ਰੱਖਿਆ ਗਿਆ।

MAUR MANDI (BATHINDA) SEPTEMBER 27:

            Setting the political agenda for the coming Lok Sabha elections in 2014, Punjab Chief Minister Mr. Parkash Singh Badal today called upon the people to give a befitting reply to the discriminatory and apathetic attitude of Congress led UPA government by showing them the door to install the NDA government at Center for heralding a new era of prosperity and overall development in the country in general and Punjab in particular. 

           

Addressing a massive rally organized by the SAD-BJP here at local grain market, Mr. Badal said that the upbeat mood of the people in the today’s rally was a prophecy for the UPA government that its days were numbered, as its fall was imminent under its own weight due to rampant corruption, un-controllable inflation and autocratic style of functioning resulting in ill-conceived anti-people decisions.  He blamed the Center for usurping the legitimate powers of the states to its own advantage thereby diluting the federal structure of the country.   He emphasized the need that states should be given full autonomy at least free hand in sorting out state-related issues like sanctioning of link roads and drinking water schemes etc.  Mr. Badal said: “It is highly derogatory that the states had to depend heavily on Center for even petty issues whereas Central government is adopting tough posture rather addressing these issues liberally”.   

Mr. Badal equated the indifferent attitude of Congress like a parasitic plant “Amar Bel” which was bound to vanish the country especially the common man to whom it considers its votary.    He pointed out that the UPA government was bent upon to throw all the democratic norms and constitutional ethics to the wind.  He said that the deliberate denial of drought package to Punjab was a testimony towards Center’s step motherly treatment to the state as the other states like Madhya Pradesh, Rajasthan, Maharashtra and Odisha had been allowed this package while we had been deliberately kept out on the pretext that the state government had not requested the Center to send a special team to assess the damage.   Making mockery of the Center’s plea on this count, Mr. Badal asked them whether the Central team was bigger than team of the two Central Ministers under the chairmanship of Agriculture Minister Mr. Sharad Pawar accompanied by Rural Development Minister Mr. Jairam Ramesh who held detailed parlays with the senior officers of the Punjab government led by Cabinet Minister Mr. Adesh Partap Singh Kairon, who had demanded a special financial package of Rs.5112 crore to bail out the beleaguered farmers as well as state government for incurring extra expenditure to save paddy in the wake of drought like conditions across the state.  He categorically said that Center was in no mood to extend financial package to Punjab as it was concocting one excuse after another to deliberately exclude Punjab from it. 

Listing the major achievements of the SAD-BJP government, the Chief Minister said that it was a matter of great pride and satisfaction that our state had been ranked No.1 in Education and adjudged the best state in Health sector for excellent infrastructure.   He said that the state government had embarked upon an ambitious program for the cleaning of rivers at a huge cost of Rs.2500 crore which had been badly polluted due to reckless disposal of municipal sewage and industrial effluents into it.  Likewise, all the households would be provided with safe drinking water in all the cities, towns and villages keeping in view immense significance of quality water to ensure health and hygiene of the people.  Realizing the tremendous success of the recent mega-medical camps organized at village Badal where nearly 17000 patients were diagnosed and medically treated for various ailments, the government has now decided to organize another two-day Mega medical camp at Mansa on November 3 and 4, which would be later replicated in other parts of the state. 

           

Conceding the demands put forth by the MLA Maur Mandi and Irrigation Minister Mr. Janmeja Singh Sekhon, the Chief Minister announced that Maur Mandi would be soon accorded the status of Sub-Division in the next Cabinet Meeting.  He also announced to establish a Land Mortgage Bank besides Govt. Senior Secondary Schools for Boys and Girls.  The Chief Minister also announced to set up an ultra-modern grain market besides sanctioning adequate funds for fire tender to cope up any eventuality arising out of sudden fire incidents. 

In his address, Deputy Chief Minister and President Shiromani Akali Dal Mr. Sukhbir Singh Badal felicitated the people of Maur Constituency for scuttling the game of Congress Party and its B team PPP by electing SAD nominee Mr. Janmeja Singh Sekhon adding that this largest ever rally in the history of Maur gives a unmistakable message that days of Congress party and its proxy parties were over in Punjab. He said that people of Punjab have reposed their unflinching faith in the leadership of S. Parkash Singh Badal, Chief Minister Punjab who has ensured record development in the state. He said that it was vote for development, vote for transparency in governance and stamp of approval for governance reforms initiated by SAD-BJP government.

Deputy Chief Minister further said that we are moving with full speed from day one to further accelerate the development of the state. He announced that all distributaries in all constituencies would be relined as Chief Minister has approved most comprehensive program for mini irrigation in the state. He said that besides ensuring integrating development of all 142 cities at the cost of 8775 crore, all villages would be provided internal concrete roads within next 3 years. Mr. Badal said that in last term we provide government jobs to 1.20 lac youth and we would soon start recruitment process for 1.5 lac vacant posts in the government departments. He said that Malwa would be lucky as textile hub would generate employment avenues for 1 lac youth in coming 4 years. Announcing 3^rd edition of world cup Kabbadi, Mr. Badal said that inaugural function would be held at Bathinda on December 1 and for the first time teams from Africa and Europe would participate in the tournament. The Deputy Chief Minister assured that Maur was all set to get new face lift as they have best advocate as their MLA who pleads their case very forcefully.

Training her guns against the Congress led UPA government, Lok Sabha MP Mrs. Harsimrat Kaur Badal said that instead of formulating any pro-people policy the most corrupt Congress led UPA government of the country has plundered 4 lakh 60 thousand crore Rupees through the scams like 2G, CWG, Adarsh society and now the coalgate. She said that on one hand the state government under the stewardship of Chief Minister Mr Parkash Singh Badal has left no stone unturned for ensuring the welfare of all sections of the society but on the other hand the UPA government has made the life of people miserable by plundering the public money. Mrs Badal said that the denial of the drought relief package to state was an ample proof of the anti-Punjab stance of the Congress adding that the need of the hour was that NDA government must be formed at the Centre to make sure that state makes 50 times more progress.

Making a scathing attack on the PPP leader Manpreet Singh Badal, the Lok Sabha MP said that this “B” team of the Congress has been taught a lesson by the people of Punjab as all of its candidates were poorly defeated in the state assembly elections. She said that the people were now well aware about the tactics of the Congress, who have always used such defectors for derailing the progress of the state. Mrs Badal urged the people strengthen the hands of the Shiromani Akali Dal (SAD)-BJP combine by ensuring that the alliance wins all the 13 Lok Sabha seats of the state in coming Parliament elections.     

Addressing the gathering Cabinet Minister Mr Bikram Singh Majithia said due to its anti-people stance the Congress led UPA government has been reduced to minority adding that the President of India must convene a session of the Lok Sabha and ask that the government to prove its majority. He said that it was an ironical situation that Congress led UPA Government, which had came into power on the name of common man, has today broken their backbone by hiking the prices of the essential commodities in an unprecedented manner. Terming the UPA as the most corrupt government of the country, Mr Majithia said that in the last eight years of their ‘misrule’ the Ministers of this government have plundered far more wealth than what the Britishers had done in the tenure of imperialism spanning for around 200 years.

He said that it was unfortunate that on the one hand the UPA government was wrongfully denying the drought relief package to Punjab but on the other it was illegally diverting the tax payer’s hard earned money in Congress General Secretary Rahul Gandhi’s Constituency, for carrying out developmental works.  Exhorting the people to rout out the Congress party in the coming Lok Sabha elections, Majithia said that the time has come when Punjabis must teach this party a lesson for their anti-Punjab decisions. Terming Manpreet Singh Badal as a traitor, the Revenue Minister said that by joining hands with the Congress in a clandestine manner the PPP leader has deceived the ‘Panth’. However he said that the voters of Punjab were wise enough to teach him a lesson for the treachery against SAD during the assembly elections.    

Earlier, in his welcome address, Irrigation Minister Mr. Jameja Singh Sekhon thanked the people for the overwhelming response in making today’s rally a grand success.  He assured the Chief Minister that the people of Maur Mandi would repeat the same history of extending exemplary support to Harsimrat Kaur Badal in the next parliamentary elections with a thumping majority.  He appealed the Chief Minister to accept the demands of the area which had been grossly neglected by the earlier Congress regime.

ਮੌੜ ਮੰਡੀ (ਬਠਿੰਡਾ), 27 ਸਤੰਬਰ- ਮੁੱਖ ਮੰਤਰੀ ਪੰਜਾਬ ਸ. ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਅਤੇ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਪੰਜਾਬ ਸ. ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਜੋਰ ਦਿੰਦਿਆਂ ਦੁਹਰਾਇਆ ਹੈ ਕਿ ਪ੍ਰਚੂਨ ਖੇਤਰ 'ਚ ਐਫ.ਡੀ.ਆਈ. ਦੇ ਮਾਮਲੇ 'ਚ ਉਹ ਪੂਰੀ ਤਰਾਂ ਐਨ.ਡੀ.ਏ. ਦੇ ਨਾਲ ਹਨ ਅਤੇ ਇਸ ਮੁੱਦੇ ਨੂੰ ਲੈ ਕੇ ਗਠਜੋੜ ਦੇ ਦੋਵਾਂ ਭਾਈਵਾਲਾਂ ਦਰਮਿਆਨ ਕੋਈ ਵਖਰੇਵਾਂ ਨਹੀਂ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਅਤੇ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਅੱਜ ਇਥੇ ਇੱਕ ਵਿਸ਼ਾਲ ਜਨਤਕ ਰੈਲੀ ਤੋਂ ਬਾਅਦ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰ ਰਹੇ ਸਨ।


ਸ. ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਲਗਾਤਾਰ ਇਹੀ ਕਹਿੰਦੇ ਆਏ ਹਨ ਕਿ ਯੂ.ਪੀ.ਏ. ਨੂੰ ਅਜਿਹਾ ਕੋਈ ਵੀ ਵੱਡਾ ਕਦਮ ਚੁੱਕਣ ਤੋਂ ਪਹਿਲਾਂ ਇਸ ਮੁੱਦੇ ਨਾਲ ਸਬੰਧਤ ਸਾਰੀਆਂ ਧਿਰਾਂ ਜਿੰਨਾਂ 'ਚ ਕਰਿਆਨਾ ਵਪਾਰੀ, ਕਿਸਾਨ. ਬੇਰੁਜ਼ਗਾਰ ਨੌਜਵਾਨ ਅਤੇ ਵਿਰੋਧੀ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਸ਼ਾਮਿਲ ਹਨ, ਨੂੰ ਵਿਸ਼ਵਾਸ 'ਚ ਲੈਣਾ ਚਾਹੀਦਾ ਸੀ ਕਿਉਂਕਿ ਇਸ ਫੈਸਲੇ ਦਾ ਦੇਸ਼ ਦੇ ਆਰਥਕ ਮਾਹੌਲ 'ਤੇ ਦੂਰਗਾਮੀ ਪ੍ਰਭਾਵ ਹੋਵੇਗਾ। ਇਸ ਮੌਕੇ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ 'ਚ ਬੈਠੇ 'ਦੋ ਬੰਦਿਆਂ' ਨੂੰ ਕੋਈ ਹੱਕ ਨਹੀਂ ਹੈ ਕਿ ਉਹ ਦੇਸ਼ ਦੇ ਭਵਿੱਖ ਦਾ ਫੈਸਲਾ ਕਰਨ। ਉਨ•ਾਂ ਕਿਹਾ ਕਿ ਅੰਗਰੇਜ ਸ਼ਾਸਕ ਵੀ ਕੋਈ ਬਿਲ ਪਾਸ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਉਸ ਦੀਆਂ ਕਾਪੀਆਂ ਜਨਤਾ 'ਚ ਵੰਡਦੇ ਸਨ ਤਾਂ ਕਿ ਇਸ 'ਤੇ ਆਮ ਸਹਿਮਤੀ ਬਣ ਸਕੇ, ਪਰ ਇਥੇ ਤਾਂ ਸਿਰਫ 'ਦੋ ਵਿਅਕਤੀ' ਹੀ 120 ਕਰੋੜ ਲੋਕਾਂ ਦੇ ਹਿਤਾਂ ਨੂੰ ਬਹੁਰਾਸ਼ਟਰੀ ਕੰਪਨੀਆਂ ਦੇ ਹੱਥਾਂ 'ਚ ਗਹਿਣੇ ਰੱਖ ਦੇਣਾ ਚਾਹੁੰਦੇ ਹਨ। ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਅਸਲ ਮੁੱਦਾ ਤਾਂ ਇਹ ਹੈ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਲੋਕਾਂ ਦਾ ਧਿਆਨ ਬਹੁ ਕਰੋੜੀ ਕੋਲਾ ਘੁਟਾਲੇ ਤੋਂ ਹਟਾਉਣ ਲਈ ਐਫ.ਡੀ.ਆਈ ਦਾ ਡਰਾਮਾ ਰਚਿਆ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਵੋਟਰ ਹੁਣ ਸਿਆਣੇ ਹੋ ਚੁੱਕੇ ਹਨ ਅਤੇ ਉਨਾਂ ਨੂੰ ਇਨਾਂ ਘਟੀਆ ਚਾਲਾਂ ਨਾਲ ਮੂਰਖ ਨਹੀਂ ਬਣਾਇਆ ਜਾ ਸਕਦਾ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਕ ਤੋਂ ਬਾਅਦ ਇਕ ਘੁਟਾਲਿਆਂ 'ਚ ਹੋਏ ਇਜਾਫੇ ਤੋਂ ਤਾਂ ਲੱਗਦਾ ਹੈ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਵਿਸ਼ਵ ਇਤਿਹਾਸ ਦੀ ਸੱਭ ਤੋਂ ਭ੍ਰਿਸ਼ਟ ਪਾਰਟੀ ਵਜੋਂ ਗਿੰਨੀਜ਼ ਬੁੱਕ 'ਚ ਆਪਣਾ ਨਾਂਅ ਦਰਜ਼ ਕਰਵਾਉਣ ਦਾ ਮਨ ਬਣਾਈ ਬੈਠੀ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਜੋ ਕਾਰਨਾਮੇ ਕਰ ਰਹੀ ਹੈ ਇਨਾਂ ਦੇ ਚੱਲਦਿਆਂ ਦੇਸ਼ ਵੱਡੇ ਸੰਕਟ ਵੱਲ ਵੱਧ ਰਿਹਾ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਅੱਜ ਦੇਸ਼ ਦਾ ਹਰ ਵਿਅਕਤੀ ਖੁਦ ਨੂੰ ਬੇਸਹਾਰਾ ਮਹਿਸੂਸ ਕਰ ਰਿਹਾ ਹੈ ਕਿਉਂਕਿ ਕੇਂਦਰ ਦੀ ਕਾਂਗਰਸ ਸਰਕਾਰ ਲਗਾਤਾਰ ਗਰੀਬਾਂ 'ਤੇ ਟੈਕਸ ਤੇ ਹੋਰ ਬੋਝ ਪਾ ਕੇ ਬਹੁਰਾਸ਼ਟਰੀ ਕੰਪਨੀਆਂ ਤੇ ਵੱਡੇ ਸਨਅਤੀ ਘਰਾਂ ਨੂੰ ਲਾਭ ਪਹੁੰਚਾਉਣ 'ਤੇ ਤੁਲੀ ਹੋਈ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਵੱਲੋਂ ਦਿਨ-ਬ-ਦਿਨ ਵਧਾਈ ਜਾ ਰਹੀ ਮਹਿੰਗਾਈ ਕਾਰਨ ਆਮ ਵਿਅਕਤੀ ਦਾ ਘਰੇਲੂ ਬਜ਼ਟ ਪੂਰੀ ਤਰਾਂ ਹਿਲ ਗਿਆ ਹੈ।


ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਆਗੂਆਂ ਵੱਲੋਂ ਆਏ ਦਿਨ ਬਿਆਨ ਜਾਰੀ ਕਰਨ ਬਾਰੇ ਪੁੱਛੇ ਜਾਣ 'ਤੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਪ੍ਰਧਾਨ ਨੇ ਮੁਸਕਰਾਉਂਦਿਆਂ ਕਿਹਾ ਕਿ ਇਹ ਸਾਰੇ ਬਿਆਨ ਕਾਂਗਰਸੀ ਆਗੂਆਂ ਵੱਲੋਂ ਪ੍ਰਧਾਨਗੀ ਹਾਸਿਲ ਕਰਨ ਦੇ ਚੱਕਰ 'ਚ ਦਿੱਤੇ ਜਾ ਰਹੇ ਹਨ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਲੋਕਤੰਤਰ ਦੀ ਹਾਣੀ ਕਿਵੇਂ ਹੋ ਸਕਦੀ ਹੈ ਜਦੋਂ ਕਿ ਇਸ ਦੇ ਸੂਬੇ ਆਗੂਆਂ ਨੂੰ ਆਪਣੀ ਗੱਲ ਪਾਰਟੀ ਪ੍ਰਧਾਨ ਤੱਕ ਪਹੁੰਚਾਉਣ ਲਈ ਸ੍ਰੀਮਤੀ ਸੋਨੀਆ ਗਾਂਧੀ ਵੱਲੋਂ ਪੜੇ ਜਾਂਦੇ ਅਖ਼ਬਾਰਾਂ ਦਾ ਸਹਾਰਾ ਲੈਣਾ ਪੈਂਦਾ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਇਹ ਮੰਦਭਾਗਾ ਹੈ ਕਿ ਇਕ ਲੋਕਤਾਂਤਰਕ ਪਾਰਟੀ ਆਪਣੇ ਆਗੂਆਂ ਦੇ ਸਿੱਧੇ ਸੰਪਰਕ 'ਚ ਨਹੀਂ ਹੈ ਅਤੇ ਇਸ ਦੇ ਆਗੂਆਂ ਨੂੰ ਆਪਣੇ ਸੁਨੇਹਾ ਹਾਈ ਕਮਾਂਡ ਤੱਕ ਪਹੁੰਚਾਉਣ ਲਈ ਮੀਡੀਆ ਦਾ ਸਹਾਰਾ ਲੈਣਾ ਪੈ ਰਿਹਾ ਹੈ।
ਰਾਹੁਲ ਦੇ ਪੰਜਾਬ ਦੇ ਪ੍ਰਸਤਾਵਤ ਦੌਰੇ ਬਾਰੇ ਪੁੱਛੇ ਜਾਣ 'ਤੇ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਉਨਾਂ ਨੂੰ ਬਹੁਤ ਪਹਿਲਾਂ ਦੀ ਇੱਕ ਗੱਲ ਯਾਦ ਹੈ ਜਦੋਂ ਸ੍ਰੀਮਤੀ ਇੰਦਰਾ ਗਾਂਧੀ ਵੱਲੋਂ ਉਨਾਂ ਦੇ ਹਲਕੇ ਗਿੱਦੜਬਾਹਾ ਸਮੇਤ ਪੰਜਾਬ ਦੇ 10 ਹਲਕਿਆਂ ਕਾਂਗਰਸ ਦੇ ਹੱਕ 'ਚ ਪ੍ਰਚਾਰ ਕੀਤਾ ਗਿਆ ਸੀ। ਉਨ•ਾਂ ਕਿਹਾ ਕਿ ਜਦੋਂ ਉਨ•ਾਂ ਤੋਂ ਮੀਡੀਆ ਨੇ ਇਸ ਦੇ ਸਿੱਟਿਆ ਬਾਰੇ ਪੁੱਛਿਆ ਸੀ ਤਾਂ ਉਨਾਂ ਕਿਹਾ ਸੀ ਕਿ ਕਾਂਗਰਸ ਉਹ ਸਾਰੀਆਂ 10 ਦੀਆਂ 10 ਸੀਟਾਂ ਹਾਰ ਜਾਵੇਗੀ ਜਿੱਥੇ ਸ੍ਰੀਮਤੀ ਇੰਦਰਾ ਗਾਂਧੀ ਨੇ ਪ੍ਰਚਾਰ ਕੀਤਾ ਹੈ ਅਤੇ ਬਾਅਦ 'ਚ ਨਤੀਜਿਆਂ ਨੇ ਇਸ ਗੱਲ ਨੂੰ ਸਹੀ ਸਾਬਿਤ ਕਰ ਦਿੱਤਾ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਰਾਹੁਲ ਗਾਂਧੀ ਦੇ ਪੰਜਾਬ ਦੌਰੇ ਦਾ ਵੀ ਇਹੀ ਹਸ਼ਰ ਹੋਵੇਗਾ ਅਤੇ ਕਾਂਗਰਸ ਉਨਾਂ ਸਾਰੀਆਂ ਲੋਕ ਸਭਾ ਸੀਟਾਂ 'ਤੇ ਹਾਰੇਗੀ ਜਿੱਥੇ ਵੀ ਰਾਹੁਲ ਪ੍ਰਚਾਰ ਕਰੇਗਾ।


ਇਸ ਮੌਕੇ ਸ. ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਨੂੰ ਤਾਂ ਆਪਣਾ ਹੈਡਕੁਆਟਰ ਹੀ ਪੰਜਾਬ 'ਚ ਬਣਾ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ ਤਾਂ ਕਿ ਇਸ ਦਾ ਸੂਬੇ 'ਚੋਂ ਪੂਰੀ ਤਰਾਂ ਸਫਾਇਆ ਹੋ ਸਕੇ।

Mour Mandi (Bathinda), September 27: Mr. Parkash Singh Badal, Chief Minister Punjab and Mr. Sukhbir Singh Badal President Shiromani Akali Dal and Deputy Chief Minister today reiterated that they are solidly behind National Democratic Alliance on its opposition to opening up of retail sector to FDI and said that there was no difference between two alliance partners on this. Both Chief Minister and Deputy Chief Minister were speaking to media after massive public rally here today.

Mr. Sukhbir Singh Badal said that he had been consistently saying that all stake holders including trader, farmers, unemployed youth and opposition parties besides alliance partners of UPA should have taken into confidence by the ruling party before taking such a crucial decision that would have long term impact on economic scenario of country. The Chief Minister Mr. Parkash Singh Badal expressed concern that ‘two persons’ in the centre government have no right to decide fate of the country.” He commented that “even British rulers before passing small bills used to consult public on that, to build a consensus and here ‘two persons’ sitting in centre government have tried to mortgage the interest of 120 crore people to the multinational companies”. Mr. Badal said that the fact is that all tamasha of FDI was with the sole purpose of distracting the attention of the public from the multi lac crore scams including Coalgate. He said that electorate has now become mature and cannot be befooled with such tactics. Mr. Badal said that the fact is that the anger against corruption has become a national movement and nobody can now distract attention of public from multi-billion scams. The Chief Minister said that ever increasing size of each successive scam and regular consistency of such scams suggest that Congress party was vying for slot in Guinness Book of Records as the most corrupt party of world history. The Chief Minister lamented that Congress at the helm of affairs the country was heading for dark days. He said that every section of the society was feeling helpless as they have imposed taxes on the poorest of the poor giving relief to the multinational companies and big industrial houses. He said that a lady of the house was most disturbed as her household budget has totally dwindled with ever rising prices.

When asked about various Congress leaders issuing statements the SAD President quipped that whole chorus of statements was for media consumption as Congress high command has only one source of feedback that is national media and in mad race for Presidentship each Congress party leader was trying to book a slot in the media especially in those national papers which were read by Sonia Gandhi. He said that it was unfortunate that a democratic party was not in touch with its leaders and these leaders have to use media to send their message across to High Command.

When asked about Rahul’s visit to Punjab, the Chief Minister said that in good old days Indira Gandhi came to campaign for Congress party in Punjab in 10 constituencies including his constituency Gidderbaha. He said that when I was asked about impact of Mrs. Indira Gandhi’s visit on election scenario I told media persons that Congress would loose on all those ten seats where Indira Gandhi had campaigned. He said that results of those assembly elections proved his predictions right. He said that same would be the fate of Rahul Gandhi’s visit as Congress would surely loose those Lok Sabha seats wherever Rahul Gandhi would go.

            Punjab Government has decided to recruit 176 Rural Medical Officers (RMO) and 183 Rural Veterinary Officers (RVO) in step to strengthen rural health services and promotion of animal husbandry.

            

Disclosing this here today Mr. Surjit Singh Rakhra, Rural Development and Panchayat Minister, said that SAD-BJP Government is committed to provide best health facilities to villagers, so that department has started the process to recruit new 176 RMOs.

Mr. Rakhra said that Punjab has recently bagged number one position in milk production across the country and to strengthen the milk production, Punjab Government has also sanctioned the 183 posts of Rural Veterinary Officers. The Minister further said that the process would be completed till December 15, 2012.

• ਅਗਲੀ ਸਰਕਾਰ ਐਨ.ਡੀ.ਏ ਦੀ ਬਣੇਗੀ। 
• ਲੋਕ ਕਾਂਗਰਸ ਨੂੰ ਕੌਮੀ ਸਿਆਸੀ ਮੰਚ ਤੋਂ ਲਾਂਭੇ ਕਰਨ ਲਈ ਦ੍ਰਿੜ ਸੰਕਲਪ।  
• ਅਗਲੀਆਂ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਵਿਚ ਤੀਸਰੇ ਮੁਹਾਜ਼ ਦੀ ਸੰਭਾਵਨਾ ਨਜ਼ਰ ਨਹੀਂ ਆਉਂਦੀ। 
• ਪੰਜਾਬ ਨੂੰ ਸੋਕਾ ਰਾਹਤ ਤੋਂ ਕੋਰੀ ਨਾਂਹ ਯੂ.ਪੀ.ਏ ਸਰਕਾਰ ਦੇ ਪੰਜਾਬ ਵਿਰੋਧੀ ਵਤੀਰੇ ਦੀ ਤਾਜ਼ਾ ਮਿਸਾਲ। 

ਮਾਨਸਾ, 25 ਸਤੰਬਰ: ਪੰਜਾਬ ਦੇ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਕਾਂਗਰਸ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਯੂ.ਪੀ.ਏ ਸਰਕਾਰ ਵਿਚ ਵੱਧ ਰਹੀ ਸਿਆਸੀ ਭਗਦੜ ਇਸ ਸਰਕਾਰ ਦੇ ਛੇਤੀ ਖਾਤਮੇ ਦਾ ਸੰਕੇਤ ਹੈ।

ਅੱਜ ਇਥੇ ਬੁਢਲਾਡਾ ਹਲਕੇ ਤੋਂ ਸਾਬਕਾ ਕਾਂਗਰਸੀ ਵਿਧਾਇਕ ਸ਼੍ਰੀ ਮੰਗਤ ਰਾਏ ਬਾਂਸਲ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਹਜ਼ਾਰਾਂ ਸਾਥੀਆਂ ਨੂੰ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਵਿਚ ਸ਼ਾਮਲ ਕਰਨ ਉਪਰੰਤ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗਲਬਾਤ ਕਰਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਨੂੰ ਸਪਸ਼ਟ ਹੋ ਗਿਆ ਹੈ ਕਿ ਉਸ ਦੇ ਸੱਤਾ ਵਿਚ ਦਿਨ ਗਿਣਤੀ ਦੇ ਰਹਿ ਗਏ ਹਨ ਅਤੇ ਲੋਕਾਂ ਨੇ ਉਸ ਨੂੰ ਚਲਦਾ ਕਰਨ ਦਾ ਦ੍ਰਿੜ ਸੰਕਲਪ ਕਰ ਲਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਮਜਾਕੀਆ ਲਹਿਜੇ ਵਿਚ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਦਾ ਵਤੀਰਾ ਉਸ ਦੀਵੇ ਵਾਂਗ ਹੈ ਜੋ ਬੁਝਣ ਤੋਂ ਪਹਿਲਾਂ ਤੇਜ਼ੀ ਨਾਲ ਬਲਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੰਦਾ ਹੈ।

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਘੱਟ ਗਿਣਤੀ ਯੂ.ਪੀ.ਏ ਸਰਕਾਰ ਨੂੰ ਕੋਈ ਵੀ ਵੱਡਾ ਨੀਤੀ ਫੈਸਲਾ ਕਰਨ ਦਾ ਹੱਕ ਨਹੀਂ ਹੈ ਅਤੇ ਉਹ ਦੇਸ਼ ਦੇ ਰਾਜ ਪ੍ਰਬੰਧ ਨੂੰ ਚਲਾਉਣ ਦੇ ਅਧਿਕਾਰ ਨੂੰ ਗੁਆ ਚੁੱਕੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਰਾਜਧਾਨੀ ਵਿਚ ਸਿਖਰਾਂ 'ਤੇ ਪਹੁੰਚ ਚੁੱਕੀਆਂ ਸਿਆਸੀ ਸਰਗਰਮੀਆਂ, ਵੱਧ ਰਹੀ ਬੁਖਲਾਹਟ, ਲੋਕ ਸਭਾ ਵਿਚ ਘੱਟ ਰਹੀ ਗਿਣਤੀ ਅਤੇ ਅਖਾਉਤੀ ਭਾਈਵਾਲ ਪਾਰਟੀਆਂ ਅੰਦਰ ਲੋਕਾਂ ਵਿਚ ਕਾਂਗਰਸ ਨਾਲ ਜੁੜਣ ਕਾਰਨ ਲੋਕ ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਦਾ ਲੇਬਲ ਲੱਗਣ ਦਾ ਪਾਇਆ ਜਾ ਰਿਹਾ ਡਰ ਸਾਂਝੇ ਤੌਰ 'ਤੇ ਇਸ ਗਲ ਦੇ ਪ੍ਰਤੀਕ ਹਨ ਕਿ ਕਾਂਗਰਸ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਯੂ.ਪੀ.ਏ ਸਰਕਾਰ ਦਾ ਛੇਤੀ ਹੀ ਭੋਗ ਪੈਣ ਵਾਲਾ ਹੈ।

ਪੰਜਾਬ ਦੇ ਕਿਸਾਨਾਂ ਲਈ ਰਾਜ ਸਰਕਾਰ ਦੇ 5112 ਕਰੋੜ ਰੁਪਏ ਦੀ ਸੋਕਾ ਰਾਹਤ ਦਾਅਵੇ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਰੱਦ ਕਰਨ ਲਈ ਕਾਂਗਰਸ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਯੂ.ਪੀ.ਏ ਸਰਕਾਰ ਦੀ ਕਰੜੀ ਆਲੋਚਨਾ ਕਰਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਦੇਸ਼ ਦੇ ਮੌਸਮ ਵਿਭਾਗ ਵਲੋਂ ਮਾਨਸੂਨ ਦੇ ਜਾਰੀ ਕੀਤੇ ਗਏ ਅੰਤਮ ਅੰਕੜਿਆਂ ਮੁਤਾਬਿਕ ਪਹਿਲਾਂ ਸੌਕੇ ਅਤੇ ਫਿਰ ਦੇਰੀ ਨਾਲ ਮੀਂਹ ਕਾਰਨ ਪੰਜਾਬ ਸਭ ਤੋਂ ਵੱਧ ਪ੍ਰਭਾਵਿਤ ਹੋਇਆ ਹੈ ਅਤੇ ਪੰਜਾਬ ਵਿਚ ਦੇਸ਼ ਅੰਦਰ ਸਭ ਤੋਂ ਵੱਧ 42 ਫੀਸਦੀ ਬਾਰਸ਼ ਦੀ ਘਾਟ ਦਰਜ ਕੀਤੀ ਗਈ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਭ ਤੋਂ ਬੁਰੀ ਤਰ੍ਹਾਂ ਪ੍ਰਭਾਵਿਤ ਰਾਜ ਨੂੰ ਸਭ ਤੋਂ ਬੁਰੀ ਤਰ੍ਹਾਂ ਅਣਗੌਲਿਆਂ ਕੀਤਾ ਜਾਣਾ ਕਾਂਗਰਸ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਯੂ.ਪੀ.ਏ ਸਰਕਾਰ ਦੀ ਪੰਜਾਬ ਨਾਲ ਧੱਕੇ ਦੀ ਤਾਜ਼ਾ ਮਿਸਾਲ ਹੈ। ਉਨ੍ਹਾਂ ਇਸ ਮੁਦੇ 'ਤੇ ਪੰਜਾਬ ਪ੍ਰਦੇਸ਼ ਕਾਂਗਰਸ ਕਮੇਟੀ ਦੇ ਪ੍ਰਧਾਨ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੀ ਮੁਜ਼ਰਮਾਨਾ ਚੁੱਪ ਨੂੰ ਵੀ ਚੁਣੌਤੀ ਦਿੱਤੀ ਅਤੇ ਕਿਹਾ ਕਿ ਰਾਜ ਦੀ 80 ਫੀਸਦੀ ਜਨਤਾ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਦੇ ਇਸ ਭਾਰੀ ਅਨਿਆ 'ਤੇ ਉਹ ਕਿਉਂ ਚੁੱਪ ਧਾਰਕੇ ਬੈਠੇ ਹਨ।

ਇਕ ਸਵਾਲ ਦੇ ਜਵਾਬ ਵਿਚ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸਿੱਧੇ ਵਿਦੇਸ਼ੀ ਨਿਵੇਸ਼ ਦਾ ਮਾਮਲਾ ਬਹੁਤ ਪੇਚੀਦਾ ਅਤੇ ਅਹਿਮ ਹੈ ਕਿਉਂਕਿ ਇਸ ਵਿਚ ਲੱਖਾਂ ਦੀ ਗਿਣਤੀ ਵਿਚ ਸਬੰਧਤ ਧਿਰਾਂ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਮੁੱਦੇ ਤੇ ਕੋਈ ਅੰਤਮ ਫੈਸਲਾ ਲਏ ਜਾਣ ਤੋਂ ਪਹਿਲਾਂ ਕਾਂਗਰਸ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਯੂ.ਪੀ.ਏ ਸਰਕਾਰ ਨੂੰ ਸਭ ਸਬੰਧਤ ਧਿਰਾਂ ਨੂੰ ਭਰੋਸੇ ਵਿਚ ਲਿਆ ਜਾਣਾ ਚਾਹੀਦਾ ਸੀ।

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਸਥਾਨਕ ਦਾਣਾ ਮੰਡੀ ਵਿਖੇ ਲੋਕਾਂ ਦੇ ਬੇਹੱਦ ਭਰਵੇਂ ਇਕੱਠ ਵਿਚ ਸਾਬਕਾ ਕਾਂਗਰਸੀ ਵਿਧਾਇਕ ਸ਼੍ਰੀ ਮੰਗਤ ਰਾਏ ਬਾਂਸਲ ਦਾ ਅਕਾਲੀ ਦਲ ਵਿਚ ਸ਼ਾਮਲ ਹੋਣ 'ਤੇ ਸਵਾਗਤ ਕਰਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਸਮੂਹ ਲੋਕ ਆਧਾਰ ਵਾਲੇ ਆਗੂ ਕਾਂਗਰਸ ਦੇ ਡੁੱਬ ਰਹੇ ਜਹਾਜ ਨੂੰ ਛੱਡ ਕੇ ਲੋਕ ਪੱਖੀ ਅਤੇ ਗਰੀਬ ਪੱਖੀ ਪਾਰਟੀ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਵਿਚ ਸ਼ਾਮਲ ਹੋ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿਚ ਕਈ ਹੋਰ ਇਮਾਨਦਾਰ ਅਤੇ ਵੱਡੇ ਲੋਕ ਆਧਾਰ ਵਾਲੇ ਆਗੂ ਅਕਾਲੀ ਦਲ ਵਿਚ ਸ਼ਾਮਲ ਹੋਣ ਜਾ ਰਹੇ ਹਨ। ਇਸ ਮੌਕੇ ਬੋਲਦਿਆਂ ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਭਾਜਪਾ ਸਰਕਾਰ ਨੇ ਪੰਜਾਬ ਦੇ ਸਾਰੇ 142 ਸ਼ਹਿਰਾਂ ਅਤੇ ਕਸਬਿਆਂ ਵਿਚ ਪੀਣ ਵਾਲੇ ਸਾਫ ਪਾਣੀ ਅਤੇ ਸੀਵਰੇਜ਼ ਦੀ 100 ਫੀਸਦੀ ਵਿਵਸਥਾ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਇੱਕ 8750 ਕਰੋੜ ਰੁਪਏ ਦੀ ਲਾਗਤ ਵਾਲਾ ਸ਼ਹਿਰੀ ਨਵੀਨੀਕਰਨ ਪ੍ਰਾਜੈਕਟ ਲਾਗੂ ਕਰਨਾ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਪੇਂਡੂ ਖੇਤਰਾਂ ਦੇ ਵੀ ਸਰਬ ਪੱਖੀ ਵਿਕਾਸ ਨੂੰ ਯਕੀਨੀ ਬਨਾਉਣ ਲਈ ਇੱਕ 10000 ਕਰੋੜ ਰੁਪਏ ਦਾ ਪ੍ਰੋਗਰਾਮ ਉਲੀਕਿਆ ਗਿਆ ਹੈ ਜਿਸ ਤਹਿਤ ਹਰ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਵਿਚ 100 ਕਰੋੜ ਰੁਪਏ ਦੀ ਕਰੀਬ ਵਿਕਾਸ ਪ੍ਰਾਜੈਕਟ ਸ਼ੁਰੂ ਕੀਤੇ ਜਾਣਗੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਪ੍ਰਾਜੈਕਟ ਤਹਿਤ ਪਿੰਡਾਂ ਅੰਦਰ ਕੰਕਰੀਟ ਸੜਕਾਂ ਅਤੇ ਸੀਵਰੇਜ਼ ਤੋਂ ਇਲਾਵਾ ਪਿੰਡਾਂ ਦੇ ਟੋਭਿਆਂ ਦੀ ਸੰਭਾਲ ਤੇ ਵਿਸੇਸ਼ ਧਿਆਨ ਦਿੱਤਾ ਜਾਵੇਗਾ। 

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮਾਨਸਾ ਅਤੇ ਬਠਿੰਡਾ ਜਿਲ੍ਹਿਆਂ ਵਿਚ ਨਹਿਰੀ ਟੇਲਾਂ 'ਤੇ ਲੋੜੀਂਦਾ ਪਾਣੀ ਪਹੁੰਚਾਉਣ ਲਈ ਇੱਕ ਵਿਸ਼ੇਸ਼ ਪ੍ਰੋਗਰਾਮ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਤਾਂ ਜੋ ਲੋਕਾਂ ਦੀਆਂ ਪੀਣ ਵਾਲੇ ਅਤੇ ਸਿੰਚਾਈ ਵਾਲੇ ਪਾਣੀਆਂ ਦੀ ਲੋੜ ਨੂੰ ਪੂਰਾ ਕੀਤਾ ਜਾ ਸਕੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਗਲੇ 4 ਸਾਲ ਪੰਜਾਬ ਦੇ ਵਿਕਾਸ ਲਈ ਬੇਹੱਦ ਮਹੱਤਵਪੂਰਨ ਹਨ ਅਤੇ ਸਾਡਾ ਇਹ ਯਤਨ ਹੈ ਕਿ ਇਸ ਅਰਸੇ ਦੌਰਾਨ ਹਰ ਸ਼ਹਿਰ ਅਤੇ ਕਸਬੇ ਨੂੰ 4 ਅਤੇ 6 ਮਾਰਗੀ ਸੜਕਾਂ ਨਾਲ ਜੋੜ ਦਿੱਤਾ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮਾਨਸਾ ਜਿਲ੍ਹੇ ਦੇ ਲੋਕਾਂ ਲਈ ਵਿਸਾਖੀ 2013 ਮੌਕੇ ਇਕ ਵਿਸ਼ੇਸ ਤੋਹਫਾ ਤਲਵੰਡੀ ਸਾਬੋ ਥਰਮਲ ਪਲਾਂਟ ਦੀ ਸ਼ੁਰੂਆਤ ਦੇ ਰੂਪ ਵਿਚ ਮਿਲੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਤਲਵੰਡੀ ਸਾਬੋ, ਰਾਜਪੁਰਾ ਅਤੇ ਗੋਇੰਦਵਾਲ ਥਰਮਲ ਪਲਾਂਟਾਂ ਦੇ ਮੁਕੰਮਲ ਹੋਣ ਨਾਲ ਅਗਲੇ ਇੱਕ ਸਾਲ ਵਿਚ ਪੰਜਾਬ ਦੇਸ਼ ਦਾ ਬਿਜਲੀ ਦੀ ਬਹੁਤਾਤ ਵਾਲਾ ਪਹਿਲਾ ਸੂਬਾ ਬਣ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਰਾਜ ਸਰਕਾਰ ਵਲੋਂ ਬਠਿੰਡਾ ਦੇ ਨੇੜੇ ਐਜੂਸਿਟੀ ਦੀ ਸਥਾਪਨਾ ਲਈ 300 ਏਕੜ ਦੇ ਕਰੀਬ ਜ਼ਮੀਨ ਦੀ ਸਨਾਖਤ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੈਂਟਰਲ ਯੂਨੀਵਰਸਿਟੀ ਦੀ ਸਥਾਪਨਾ ਉਪਰੰਤ ਇਸ ਇਲਾਕੇ ਨੂੰ ਸਿੱਖਿਆ ਦੇ ਖੇਤਰ ਵਿਚ ਨੰਬਰ.1 ਬਨਾਉਣ ਲਈ ਐਜੂਸਿਟੀ ਪ੍ਰਾਜੈਕਟ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਜਿਸ ਵਿਚ ਦੇਸ਼ ਦੇ ਨਾਮੀ ਸਿੱਖਿਆ ਅਦਾਰਿਆਂ ਨੂੰ ਆਪਣੇ ਕੈਂਪਸ ਬਨਾਉਣ ਲਈ ਸੱਦਾ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਮਾਨਸਾ ਇਲਾਕੇ ਦੇ ਲੋਕਾਂ ਦੀ ਸਹੂਲਤ ਲਈ ਇੱਕ ਵੱਡਾ ਹਸਪਤਾਲ ਸਥਾਪਿਤ ਕਰਨ ਦਾ ਪ੍ਰੋਗਰਾਮ ਉਲੀਕਿਆ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਤਲਵੰਡੀ ਸਾਬੋ ਥਰਮਲ ਪਲਾਂਟ ਵਾਲੀ ਕੰਪਨੀ ਵੇਦਾਂਤਾ ਗਰੁਪ ਵਲੋਂ ਇਹ ਹਸਪਤਾਲ ਦਾ ਨੀਂਹ ਪੱਥਰ ਦਸੰਬਰ ਮਹੀਨੇ ਵਿਚ ਰੱਖਿਆ ਜਾਵੇਗਾ।

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਸਾਬਕਾ ਕਾਂਗਰਸੀ ਵਿਧਾਇਕ ਸ਼੍ਰੀ ਮੰਗਤ ਰਾਏ ਬਾਂਸਲ ਨੇ ਆਪਣੇ ਸੰਬੋਧਨ ਵਿਚ ਕਿਹਾ ਕਿ ਉਹ ਕਾਂਗਰਸ ਪਾਰਟੀ ਨੂੰ ਛੱਡਕੇ ਸਕੂਨ ਮਹਿਸੂਸ ਕਰ ਰਹੇ ਹਨ ਕਿਉਂਕਿ ਪਾਰਟੀ ਦੇ ਸੰਜੀਦਾ ਅਤੇ ਇਮਾਨਦਾਰ ਆਗੂਆਂ ਦੀ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੇ ਕਰੀਬੀਆਂ ਦੀ ਜੁੰਡਲੀ ਅੱਗੇ ਕੋਈ ਪੇਸ਼ ਨਹੀਂ ਜਾਂਦੀ ਸੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਪੂਰਨ ਤਨਦੇਹੀ ਨਾਲ ਅਕਾਲੀ ਦਲ ਵਿਚ ਕੰਮ ਕਰਕੇ ਇਲਾਕੇ ਦੇ ਵਿਕਾਸ ਵਿਚ ਆਪਣਾ ਯੋਗਦਾਨ ਪਾਉਣਗੇ।

Mansa, September 25: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today said that increasing political and legislative frenzy in UPA-II was indicative of its early and premature end.

 Talking to media persons after inducting Mr. Mangat Rai Bansal a former Congress MLA from Budhlada along with his thousands of supporters in SAD fold, Mr. Badal said that Congress party was jittery as it knows that its days in power were numbered and they knew that people have made up their mind to kick them out of power. “It was behaving like a lamp that burns brightly before getting blown out in dark”, Sukhbir quipped.

Mr. Badal said that minority UPA government has no right to take any major policy decision as it has lost right to govern the country. Indicating early elections in the country, Mr. Badal said that heightened activity, increasing nervousness, depleting numbers in Lok Sabha, restiveness of so called allies and fear of being branded anti-people of being associated with Congress party, collectively indicates towards early demise of Congress led UPA-II.

 Lashing at Congress led UPA government for ignoring the claim of Rs.5112 crore drought relief for the Punjab farmers, Mr. Badal said that even the final figures of monsoon released by meteorological department pointed out that Punjab was the worst sufferer of the drought and delayed rains and rain deficiency in Punjab was 42%, maximum in the country. Mr. Badal said that denying drought relief to a state that had maximum rain deficiency reflected anti-Punjab and discriminatory attitude of Congress led UPA government. He questioned the criminal silence of Capt. Amarinder Singh, PPCC President on this grave injustice to Punjab that affected 80% population of the state.

The Deputy Chief Minister said that issue of FDI in multi brand retail products was a very important issue as there were number of stake holders. He said that the Congress led UPA government should have taken into confidence all stake holders before taking this important decision.

 Mr. Badal parried the question regarding expansion of Punjab Ministry saying that it was the prerogative of Chief Minister.

Welcoming former Congress MLA Mr. Mangat Rai Bansal in a mammoth gathering, Mr. Badal said that all mass based leaders in Congress party are deserting the sinking ship of Congress party and joining pro-people pro poor mass based Shiromani Akali Dal. He said that people of Punjab should expect more honest and mass based leaders joining SAD in next few days.   

Mr. Badal said that SAD-BJP government has finalized a Rs.8750 crore urban renewal package to upgrade the basic infrastructure of all 142 major cities and towns of the state with special emphasis on providing 100% potable drinking water and sewerage coverage. Similarly, a Rs.10000 crore programme was being launched to initiate on an average Rs.100 crore development works in each constituency and the main focus would be laying of concrete lanes, provision of sewerage in rural areas besides cleaning the village ponds to improve the environment. He said that a special irrigation project would be initiated soon in Mansa as well as Bathinda districts to ensure sufficient water on the tails of channels to meet the drinking as well as irrigation needs of the people.

He said that next 4 years were very important for the state as it would witness the completion of all development works being undertaken to ensure the overall development of the state. He said that a special programme was already going on to provide 4/6 lane link to every city and town of the state. He said that residents of Mansa district would be presented a special gift on Baisakhi 2013 as Talwandi Sabo thermal plant was all set to start it first unit on that day . He said that with completion of all three Talwandi Sabo, Rajpura and Goindwal thermal plants Punjab would be the first power surplus state of the country.

He said that the state government was in the process of identifying 300 acres of land near Bathinda to set up an education hub as with the setting up of Central University, Institute of Hotel Management and a sports school at Ghuda, this region was set to emerge on the national education map. He said that top class education institutes would be invited to set up their campus in the proposed edu-city.

Speaking on the occasion Mr. Mangat Rai Bansal said that he was feeling relieved to say good bye to a party that does not recognize its sincere and honest leaders who are forced to beg before members of cronies of Amarinder.
